Job Description The Clinic Administrator oversees the operations for the East Hawaii Health Clinics at 1285, provision of outpatient treatment services and is primarily responsible for the successful management and operation of medical practices to include all disciplines and/or clinic sites. This position provides medical and/or surgical specialists with resources necessary to meet needs of patients and meet the financial objectives of the practice and group. This position is responsible for developing a philosophy of patient care that promotes excellent health care delivery, investigating alternative methods to improve operations, and fiscal responsibility. The position has explicit ownership/responsibility for outcomes and providing overall administrative management and support for evidence-based practice. POSITION SUMMARY: The duties and responsibilities are to actively direct the daily operations and develop the Outpatient Clinic services and programs at 1285. This position ensures that the functioning of the clinic operates in full compliance with all applicable statues, regulations, organization policies and procedures, accreditation standards and within budgetary constraints. Manages clinic performance to improve quality of direct patient contact and improve patient, employee, and provider satisfaction. Identifies and evaluates barriers to clinic success and is responsible for generating and implementing improvement plans. This position develops strategic plans that establishes long and short-term goal for the fiscal success of the clinic; and the integration of the clinic and its programs into the larger care system. Directs the work of clerical and administrative staff to improve utilization, maximize the use of personnel and resources, to improve overall efficiencies of the clinic operation and patient centered care. Ensures clinical staff meet weekly/monthly appointment/billing standards. Responsible for the analysis for the profit and loss performance of the clinic. Makes recommendation to maximize revenue and collections. Manages the schedule of non-residency providers (BH, NP, PA, Pharmacy and Nurse Visits). Ensures that the clinic schedule is maximized and that throughout of patients is monitored for effectiveness, efficiency and patient satisfaction. Monitors delivery of patient series to include reviewing physician activity data and forecasting and preparing for all changes needed or impacted by patient load, billing, and collecting procedures and governmental regulations and policies. Recruit, supervise and direct all staff to ensure the clinic operates in an efficient manner and that the patients receive high quality customer service. Analyzes and staff front and back-office staff to meet needs of health care professionals and patients efficiently and courteously. Functions as clinic liaison with patients, businesses, hospitals, physicians, administration and community at large. Works across organization in assisting with area of expertise; i.e., nursing, employee health, medical records, quality assurance. Serves as a positive role model for staff. Review internal policies and procedures and update as needed. Identifies and writes policies and procedures for new services. Ensure all policies and procedures are current. In collaboration with Nurse Manager is responsible for Joint Commission, OSHA and other regulatory compliance. Proactively identifies opportunities to expand revenue sources and ancillary services and reduce expenses. Collaborates with Human Resources to ensure personnel policy development and communication to staff to achieve consistency in labor and employee relations. Accurately identifies real/potential problems affecting patient services and implements solutions with follow-through and communication. Addresses and responds to complaints from patients, staff, physicians and visitors. EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree. Excess work experience as described below in the experience section or any other responsible administrative or professional work experience which provided knowledge, skills, and abilities comparable to those acquired in four years of successful study while completing a university or college curriculum may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. Master’s Degree in Finance or Health Administration preferred. EXPERIENCE: Specialized Experience: Four (4) years of professional work experience in a clinic environment which demonstrated responsibility for planning and coordinating clinic services/programs along with solving operational problems involving administrative processes. Administrative Experience: Two (2) years of responsible experience which involved active participation in and major responsibility for administering and directing a clinic service line or practice.
