ASSIGNMENT RESPONSIBILITIESNote: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.Serve as primary point-of-contact and subject matter resource for "T&E Drawing Documents" inquiries, submittals, and appropriate processing, which may include:Provide on-going support, document coordination and communication for projects contracted to external A&E firms, Project Management Teams, Design Teams, Transmission Field (TF) Org and other relevant parties, shepherding project designs between appropriate BPA design team and applicable vendor, validating timely responses and distributions.Receive and distribute emails for the T & E Drawing Submittal process, which may include:Receive inbound emails from contracted A&E firms and internal BPA teams to record, validate, trouble-shoot, route and process as per established procedures.Maintain and track project milestones in tracking sheet, which may be used by PMs, project teams, internal design teams and others).Review A&E contracted design submittals to validate compliance with BPA standards and requirements prior to distribution to appropriate internal Design teams for technical engineering review.Coordinate with various design organizations to distribute design submittals to appropriate organizations.Track design submittal due dates and maintain design submittal schedule, track emails with each project.Utilize tools such as ProjectWise advanced search techniques, and legacy records to locate, research and identify existing drawing packages and other records related to BPA Substation Engineering.Assist Field Engineers by providing support for their projects and identifying areas of concern related to milestones of the project review process. Alert the BPA manager or other authorized federal personnel of any concerns.Fulfill requests to prepare new Facility Project Folders in ProjectWise, which may include:Review requests to verify accurate information is received.Draft naming standard for each project and assign Project number.Maintain and update Facility Project folder tracking sheet.Send requests to CAD Support for fulfillment and reply to all applicable parties.Assist A&E company representatives with miscellaneous action requests such as deleting or moving files in ProjectWise.Serve as primary point-of-contact and subject matter resource for "T&E Drawing Documents" inquiries, submittals, and appropriate processing, which may include:TET Point of contact for the Drawing Distribution process, which may include:Prepare and deliver printed packages for distribution to BPA's Testing and Commissioning (TET) organizations; as well as any others as directed.Receive inbound emails from various TET teams to record, validate, trouble-shoot, route, and process as per established procedures.Provide timely responses to requests for drawing coordination associated with the issue and documentation of internally produced design / drawings.Post, update and maintain design / drawing changes for computerized and/or manual records.Provide cross team and stakeholder coordination and communication on critical tasks, milestones, schedules and project status.Material SupportAssign and track test materials and equipment to engineers and technicians in the field.Personally deliver materials and equipment to field staff.Enter and distribute office supply orders for field engineers as needed.Replenish BPA Maintenance District facilities with print plotter supplies used by TET.Record, track, and coordinate repairs and calibration of TET test equipment.Utilize Sunflower database software to assist with property inventories.Research and resolve basic field problems arising from issues with materials.Utilize Bonneville Enterprise System (BES) and Asset Suite for obtaining catalog information on materials, creating Material Requests (MRs), and checking on MR status for engineers and technicians.Provide guidance on distinguishing between Purchase card, Material Request, and Momentum (office supply) sourcing for all requests.Run reports in BES to track status of ordered equipment. Keep team leads and supervisors abreast of material status.Submit office supply orders through Momentum; obtain approval from BPA manager before placing orders. Track purchases to monitor expense budget spending.Support TET supervisors as a Purchase Card Data Entry Person. This includes assembling a monthly purchase log as well as providing data entry into Asset Suite.Coordinate and track tool and material return at the completion of projects.Print SupportCoordinate and track print packages needed prior to, and during, capital work for commissioning and testing projects.Assist with the distribution of construction and record revision printed materials as needed by TETC/TETD field workers by driving the packages and/or engineer drawings tubs to the assigned engineer, before project construction starts.Utilize ProjectWise to acquire a print, or package of prints, for TET customers & facilitate delivery through media services. Analyze status of each print requested to verify viewing accuracy for customer.Track accuracy of print tubs to inform engineers of tub value, before a project starts. Locate remaining draft or outdated prints and provide a summary to the engineer, specific to their project sitesUpon flash drive receipt of record revisions, make electronic copies of files, store properly, and rename per TET redline processes. Distribute record revision copies for use by field staff.Upon completion of record revision process, provide a quality control (QC) check to all prints by comparing new as-builts to original copies. Remove outdated copies and replace with newer prints. If conflicting information is found, contact customer(s) and find the solution. Bring back any recommendations to the Record Revision team lead and supervisor.Utilize TET SharePoint site to enter print availability.Prepare and maintain all TET engineering print tubs. Print tubs are to house all TET required drawings, including rack layouts, wiring, schematics, alarms, equipment details, conduits, cable lists, grounding and more.File hard copy blueprint records and revisions before the information is needed on site.Place orders for new print storage tubs when needed.Provide supervisor with a monthly report on print tub quality, for 10% of print tub setsCoordinate with Record Revisions team to inform project priority and gather up to date prints before projects start.DocumentationRecommend policy and process improvements for handling material, equipment and vehicles to support TET operations.Work with TETS engineers and technicians to develop process documents for record revisions, relay testing checklists, communication equipment testing checklists, relay and meter programming checklists.Assist in the development of use cases for a new paperless record revision effort by:Meeting with record revisions staff to document current processesOutlining a phased approach to moving the record revision process paperlessUpdating the record revisions process during each phaseDocumenting efficiencies and inefficiencies with paperless approachWorking with record revisions staff to document use of the Wacom Cintiq tablet for record revisions purposesAssist in developing work tracking for high voltage testing, HVAC testing, EG testing by:Assisting management and high voltage team lead document current work tracking practicesDeveloping a queue for upcoming high voltage testing workVehicle SupportMaintain files for GSA fleet vehicles for TET-assigned and loan pool vehicles; assign vehicles to field, office and contract workers.Record mileage and schedule vehicle repairs/service/maintenance, etc.Deliver GSA vehicles to field staff as necessary.Schedule rotation of vehicles to maintain even mileage and wear.Arrange for equipping both GSA vehicles and POV with appropriate safety equipment necessary for business use.Documenting process for scheduling high voltage testing workProvide input and recommendations to TET management for changes to the testing material and safety inventory located in the TET cage, to maintain an orderly and useful space.Equipment SupportMonitor inventory and calibration of high voltage test equipment. Equipment such as but not limited to: Meggers, loading gear, arbiters, flukes, and any other testing and commissioning equipment needed for the field engineers.Provide equipment support and verify the field engineers have the appropriate equipment that is needed. Often requiring travelling to project site at last minute or over the weekend.REQUIREMENTSEducation & Corresponding Experience (required on matrix)High School Graduate or GED certificate required.Associate or bachelor's degree in project management, office / business management, or an Engineering-related discipline is preferred.5 years of experience is required with an applicable bachelor's degree.7 years of experience is required with an applicable associate degree.9 year of experience is required without a degree or with a degree not in applicable fields.Experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature. Must be capable of applying diversified knowledge and principles and practices in assigned technical areas. Requires a working knowledge of automated systems.Required Technical Skills & Experience (required on matrix)Experience in supporting construction logistics and engineering operations or a related field.The technical experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature.Requires a working knowledge of construction/record revision print identification, test equipment needs and inventory control.Must possess broad knowledge of engineering operations policies and procedures involving material and equipment inventory and control, as well as basic needs of field engineers with regard to tools, test equipment and vehicle use.Proficiency in the use of the full Microsoft Office suite – Microsoft Office 2010 (Outlook, Word, Excel, PowerPoint).Preferred Skills & Experience (optional on matrix)Direct work experience in a Project Coordination or Management, Data Steward, or a related field.Additional Requirements (not required on matrix)Valid U.S. Driver's License is required.
