This position provides strategic and operational direction to ensure the effective planning, prioritization, and execution of departmental activities in support of organizational goals and deadlines.The Deputy CFO supervises and supports staff by ensuring appropriate resources are available, monitoring work in progress, and reviewing completed work for accuracy and compliance. The role requires the ability to address complex financial and operational challenges, providing advanced technical expertise with a strong emphasis on governmental accounting, including fund accounting and financial reporting in accordance with applicable standards.Performs a broad range of professional activities in support of County financial administration.Regularly prepares and presents financial reports to executive management and plays a critical role in the development and revision of financial policies and procedures to ensure alignment with governmental accounting standards and best practices. Routinely compiles analyzes, and integrates financial data from the County's financial system to produce accurate and timely financial statements, analysis, and reports including, but not limited to forecasting models, budget to actuals, long term planning models, expenditure analysis, balance sheet analysis, and fund level financial statements. Serves as a key liaison to boards, committees, and internal departments, effectively communicating complex financial information and providing subject matter expertise to support informed decision-making. This position will respond to questions, provide information and other reports as required and manages special projects as assigned.Directly assists in the preparation and issuance of the Annual Comprehensive Financial Report (ACFR) in accordance with established governmental accounting standards. It will also ensure compliance with all applicable GASB, GAAP, federal, and state regulations, and serves as a key point of coordination with external auditors during the annual audit process. Assists in preparation and review of year-end financial statements, notes, and required supplementary information; and assists in implementation of GAAP and GASB reporting requirements.Assists the CFO in the preparation, publication and distribution of the annual budget for the County: develops and monitors revenues and expenditures; monitors and maintains debt service requirements; prepares the preliminary budget with proposed alternatives; participates in long- and short-range financial planning, including forecasting all revenues, and capital requirements; and provides final review and correction to written reports and documents included in annual budget.Assists in the preparation and review of credit rating documents; prepares information related to national rating agency inquiries; and participates in interviews with rating agencies.This role must maintain a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to government accounting and financial reporting including GASB pronouncements and accounting standards; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.Supervises various financial operations, including general accounting, treasury, accounts payable, grants, budget, and payroll: analyzes, recommends, and implements changes in divisions within the Finance Department, as necessary. The Deputy CFO also acts on behalf of the Chief Financial Officer in their absence, exercising a high level of independent judgment and decision-making authority.Performs other related duties as assigned.Minimum QualificationsBachelor's Degree in Finance, Accounting, or related field required, Master's Degree Preferred; supplemented by five years of progressively responsible experience in professional level financial accounting and reporting, treasury management, economic development and/or financial audits, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Licenses and CertificationsMust possess and maintain a valid Driver's License.Physical AbilitiesTasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
