Emergency Response Program ManagerLocation: Nimruz, AfghanistanEmployment Type: Full TimeSalary: According to SI Salary ScaleVacancy Number: AFG-IMZ-PRO-101-2026OverviewUnder the supervision of the Emergency Coordinator, the Emergency Program Manager leads rapid response initiatives in the Northwest Region. The role includes overseeing local partners, developing and managing emergency response projects, ensuring quality standards, and coordinating with stakeholders.ResponsibilitiesLead the development of program activity budgets, including bills of quantities, human resources, and logistics needs.Contribute to writing narrative sections of project proposals in English.Support partnerships in establishing early warning systems and ensure timely reception of alerts.Coordinate daily monitoring of incidents, clashes, and displacement.Ensure rapid needs assessments and market assessments are conducted and reported.Guarantee partners have pre-positioned capacities and frame agreements for timely interventions.Design interventions based on RNA and market findings, using FLER/SI tools.Ensure all activities comply with SI SOPs, donor guidelines, and sector standards.Review program documents, validate packages, and support writing intervention reports.Conduct quality checks and field visits to assess partner implementation.Update SI's internal reporting and monitoring tools, and prepare external reports for donors.Oversee monthly budget follow-up, partner BFU review, and cash flow forecasts.Manage inventory reports and ensure quality control of prepositioned stocks.Assess partners' capacity, identify training needs, and develop training materials.Lead weekly coordination meetings, share minutes, and ensure daily communication with partners.Represent SI in FLER coordination at township and state levels.Document institutional knowledge, lessons learned, and handover reports.QualificationsEducation: Bachelor's degree in Civil Engineering, Social Sciences, Environmental Science, WASH, or Humanitarian Studies.Experience: 2–3 years in emergency humanitarian response, including at least 1 year in a management role; prior NGO/INGO experience preferred.Technical Skills:Familiarity with SPHERE standards and Afghan emergency guidelines, including MRRD WASH standards.Knowledge of WASH in emergencies (water trucking, quality analysis, sanitation, waste management).Proficiency in Excel, Kobo, and other reporting and data management tools.Transversal Skills:Strong problem-solving and adaptability.Project management expertise: planning, coordination, goal setting, budget management.Team management and leadership skills, motivating and supervising staff.Technical Competence: Ability to guide a team, review technical documents, and ensure compliance with national and global standards.ManagementEffective planning, coordination, team oversight, goal setting, and budget management.Analysis & StrategyProblem-solving, challenge analysis, solution identification, and autonomous adaptation of field activities.Security ManagementAbility to assess and manage field team security on a daily basis.WritingPrepare and submit comprehensive reports for SI, coordination bodies, and donors.Equal Opportunity StatementSolidarités International is an equitable employer committed to preventing all forms of discrimination.
