Its vision is to\nbe recognized as one of the best counties in which to live, work, and do\nbusiness.\n\nTHE POSITION:\nUnder general direction, positions in this classification have functional responsibility for the design, configuration and maintenance of the countywide ALCOLINK (PeopleSoft) systems; performs end user functional support, interprets and analyzes the system impact of business process changes; and other related duties as required.\n\n\n\nTHE IDEAL CANDIDATE:\nIn addition to meeting the minimum qualifications, the ideal candidate will possess the following critical attributes:\n\n\n Progressively\n responsible experience analyzing business requirements and information\n technology needs, preferably in a public sector environment.\n Identifies\n and evaluates department business needs and applies independent judgment to\n lead and recommend technology solutions that improve system functionality,\n streamline business processes, and support organizational outcomes.\n In\n collaboration with department stakeholders and technical teams, develops,\n coordinates, and ensures completion of project goals, deliverables, and\n milestones aligned with organizational priorities.\n Demonstrates\n strong experience providing business analysis services across functional areas,\n including the ability to independently gather, analyze, and document user\n requirements and translate them into functional specifications that support\n system design and implementation.\n Significantly\n contributes to the development of strategic and tactical plans related to the\n implementation and enhancement of information systems, reporting tools, and\n data analytics solutions.\n Develops\n training materials and delivers system training to end-users to support system\n adoption and effective use.\n Analyzes\n business process gaps and system issues and recommends and supports the\n implementation of technical and process improvements.\n Coordinates\n and supports the integration of systems and applications to improve efficiency,\n data sharing, and overall system functionality across the organization.\n\n\n\n\nTHE VACANCIES:\n\nWe\nare currently recruiting to establish a countywide eligible list that will be\nused by any County department or agency needing to fill a vacancy in this\nclassification. There are immediate vacancies in the General Services Agency.\n\nMINIMUM QUALIFICATIONSExperience: \n\nThe equivalent of three years of full-time professional experience in a position involving the design, implementation/upgrade, maintenance and training activities for a public or private agency comparable in size and complexity to the County of Alameda using a web based version of PeopleSoft, SAP, or Oracle Financials Purchasing, Human Resources and/or Benefits Administration. \n\nSpecial Requirements: \n\nIncumbents in this classification may be required to work evenings, weekends and/or on call. \n\nNOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\n\nKNOWLEDGE AND SKILLSThe most suitably qualified candidates will possess the following competencies:\n\n\nKnowledge of:\n\n\n\n Principles and practices of public sector human resources, benefits programs or purchasing functions.\n Use of web based, PeopleSoft SAP, or Oracle Human Resources, Benefits Administration or Purchasing software.\n Configuration tables/concepts and their impacts and relationships to automated system functionality.\n Integrated systems testing approaches.\n Process Management.\n System Integration.\n Strong customer service orientation. \n Application of Excel at an advanced level. \n\n\n\n\nAbility to:\n\n\n Correctly apply legal requirements, policy, binding contractual agreements, and program requirements to system functionality.\n Analyze complex business data/problems and develop appropriate solutions.\n Understand the relationship among multiple interrelated systems.\n Problem solve, make sound decisions and appropriate recommendations.\n Understand impact of complex system processes on system performance.\n Organize, prioritize and coordinate multiple tasks to meet critical deadlines.\n Work independently and in a team oriented environment.\n Orally communicate effectively.\n Write and modify technical and user documentation.\n Develop and facilitate training to individuals and groups.\n Use various software applications.\n Read, interpret and apply complex technical material.\n Establish and maintain effective working relationships with others.\n \n\n\nEXAMINATION COMPONENTSTHE\nEXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:\n\n A review of applicants'\n applications to verify possession of minimum requirements. Those\n applicants who possess the minimum requirements for the class will move on\n to the next step in the examination process.\n A review of candidates'\n Supplemental Questionnaires to determine the best qualified. Those\n candidates considered the best qualified will move on to the final step in\n the examination process.\n An oral interview which\n will be weighted as 100 % of the candidate's final examination score.
