Program Manager (Administrative Services)DOD/Department of the Navy/NAVSUP Background: The Site Lead serves as the contractor’s on-site lead responsible for overall contract execution, supervision of all administrative support personnel, performance management, customer satisfaction, and ensuring compliance with all PWS requirements across NAMRU-D.Place of performance: Naval Medical Research Unit-Dayton (NAMRU-D), Wright-Patterson Air Force Base, Ohio Schedule Hours: Monday – Friday Normal Government Business Hours typically: 0700–1600 or 0800–1700Requirements: Minimum 3 years of supervisory/team management experienceMinimum 3 years of experience within military medical research and development activities OR military administrative support activitiesMinimum of a Bachelor’s Degree from an accredited college/universityExperience related to:MEDIGRecords ManagementForms ManagementDirectives and Correspondence ManagementPreferably experience within the Department of the Navy (DoN)Strong understanding of: DoN Correspondence Manual, Standard Subject Identification Codes, OPNAV Administrative Manual, SECNAV M-5210.2, SECNAVINST 5216.5Proficiency in: Microsoft Word, Excel, SharePoint & PowerPointStrong written and verbal communication skillsAbility to delegate tasks, manage deadlines, and ensure customer satisfaction benchmarks are exceeded Duties and Responsibilities will include, but are not limited to the following:Contract Management & OversightServe as the primary contractor point of contact for the Government COR, CO, XO, DFA, and leadershipOversee the execution of all PWS task areas across all administrative support functionsEnsure full contract compliance with all PWS requirements, performance standards, and QASP metricsMonitor deliverables, deadlines, reporting requirements, and customer satisfaction benchmarksConduct internal quality control and ensure corrective actions are implemented when neededPersonnel ManagementSupervise contractor staff across all labor categoriesDelegate work assignments and establish prioritiesManage staffing coverage during business hours and mission-critical periodsEnsure personnel performance meets or exceeds contract standardsCoordinate onboarding, scheduling, accountability, and continuity of operationsAdministrative Program OversightOversee:Front Office OperationsMEDIG readinessRecords ManagementForms ManagementCorrespondence ControlDirectives ManagementTraining ManagementSupport Agreement ManagementExecutive/VIP coordinationCompliance & Inspection ReadinessEnsure command readiness for inspections and auditsMaintain compliance with:DoDDoNBUMEDNAMRU-D directivesEnsure MEDIG programs remain inspection-ready at all timesReporting & CommunicationSubmit monthly status reports with invoicesParticipate in quarterly program management reviewsMaintain routine communication with Government leadershipEscalate issues, risks, and performance concerns proactivelyKnowledge ManagementMaintain filing systems, records, SharePoint workflows, and document control processesEnsure compliance with:SECNAV M-5210.2SECNAVINST 5216.5DoN Correspondence ManualStandard Subject Identification CodesOPNAV Administrative Manual
