Strategic Program Analyst — Risk, Audit & Performance

Overview As a Program Analyst you will provide in-depth analysis on a variety of subjects involving the evaluation of administrative programs in the Office of the Chief Financial Officer (OCFO), Office of Performance & Accountability (BP). This office is responsible for audit management, coordination, internal controls, and performance management. Four vacancies are currently available, with additional vacancies potentially filled as needed. Responsibilities Apply analytical and evaluative methods to issues and studies concerning the efficiency and effectiveness of program operations. Use qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs. Plan, schedule, and conduct detailed projects and studies to evaluate complex functions and work processes; analyze findings and recommend ways to improve effectiveness and efficiency. Develop or modify work methods, techniques, and procedures for administering program services, guidelines, and procedures, and for automating work processes. Prepare project, study papers, and reports; organize and deliver briefings to management or senior staff. Conduct analytical studies of special interest related to functional activities and/or programs. Apply a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects, and systems. Analyze and develop statistical data to improve the efficiency and effectiveness of operating programs or internal support operations. Review information, reconcile conflicting data, and devise new or modified methods to analyze findings. Prepare and conduct briefings for higher‑level management to explain analysis, provide recommendations or action plans, and give guidance for implementation. Requirements – Conditions of Employment U.S. citizenship or U.S. national status (including residents of American Samoa and Swains Island). Qualifications GS‑11 At least one year of specialized experience equivalent to GS‑09 or higher in the Federal Service, or Three years of progressively higher‑level graduate education leading to a Ph.D. or equivalent; or a combination of graduate education and specialized experience that together meet the requirement. GS‑12 At least one year of specialized experience equivalent to GS‑11 or higher in the Federal Service. Knowledge, Skills, and Abilities (KSAs) GS‑11 Knowledge of agency programs and activities; apply analytical and evaluative methods to a wide variety of issues regarding program operations. Knowledge and skill to use qualitative and quantitative techniques to analyze work measurements and administrative processes. Skill in planning, scheduling, and conducting detailed projects to evaluate complex functions and work processes, analyze findings, and make recommendations. Knowledge of developing new or modified work methods, techniques, and procedures for administering program services. Skill in preparing project and study papers, reports, and briefings. GS‑12 Skill in interpersonal relations and written/oral communications to explain and negotiate requirements; present findings in a concise, professional manner. Knowledge of the mission, functions, and program goals of the assigned area, and of management principles necessary to implement regional programs. Knowledge of qualitative and quantitative techniques for assessing program effectiveness and efficiency; identify problem areas, conduct research, and recommend actions. Knowledge of laws, regulations, directives, and guidelines pertaining to program requirements and compliance. Skill in oral communication to present recommendations to higher authorities and articulate complex analysis. Salary GS‑11 salary range starts at $75,897 per year.
