Developer/Programmer Analyst Specialist – Applications/Software DevelopmentLocation: Austin, TX (Hybrid) – 12100 Park 35 Circle, Bldg AContract Duration: 10/12/2026 – 08/31/2027 (estimated, max 4,000 hours)Note: Need someone with State client experience.Position OverviewWe are seeking a Developer/Programmer Analyst Specialist to support a Texas state agency's application development efforts. This role works with internal IT staff and end users to develop design documents and SQL-driven screen prototypes from user requirements on a rapid turnaround cycle, then builds out approved designs into full JEE applications supporting an external-facing authorization workflow (application, issuance, renewal, and termination). The systems involved interact with other agency systems via web services, an Oracle database, and proxy technologies.ResponsibilitiesWork with agency IT and user staff to develop design documents and SQL-driven screen prototypes from user requirementsPresent prototypes to end user audiences to demonstrate screen content, dialog, and usability; incorporate user-requested changes as directed by the technical leadTransform approved prototypes and designs into JBoss JEE applications (Primefaces, JSF, EJB, Hibernate) supporting external authorization application, issuance, renewal, and termination processesProduce module specifications, unit test requirements, and system/integration test requirementsRequired Skills & Experience8+ years developing internet web browser-based transaction and reporting applications using JSF, Hibernate, and J2EE technologies against an Oracle RDBMS (13g RAC or later) in a multi-developer, configuration-controlled environment8+ years using JBoss IDEs including JBoss AS (5.0–7.0) on JBoss EAP (5.0–7.0); JSF (1.2–3.0), EJB (3.0–3.2), JSP (2.0–2.3), design patterns, Hibernate (3.3.2–5.4.15), JDK (1.5–1.8)8+ years developing and consuming web services, creating PDF documents in a Java application, and coding to prevent applications from being hacked or hijacked8+ years developing Oracle PL/SQL applications, with familiarity with Oracle objects (tables, constraints, triggers, etc.)5+ years with data modeling, entity relationship diagrams, SQL, and web page UI design5+ years knowledge of database concepts such as referential integrity and data normalization5+ years knowledge of the limitations and capabilities of computer systems and their integration with end-user business processes5+ years excellent written and oral communication skills with people of all technical levelsPreferred Skills5+ years full-time experience in computer programming and/or systems analysis5+ years preparing technical documents of varying complexity for technical and non-technical audiences5+ years working with data automation standards and systems administration technologies5+ years analyzing and interpreting agency organizations, business practices, policies, and proceduresAbility to coordinate and evaluate the work of others and explain abstract concepts and termsContract DetailsStandard hours: Monday–Friday, 8:00 AM–5:00 PM, excluding state holidaysOvertime beyond 40 hours/week must be pre-approved and coordinatedMay require work outside normal hours (evenings, weekends, holidays) as requestedTravel, per diem, parking, and living expenses are the Candidate's/Vendor's responsibility; pre-approved travel follows State of Texas employee travel rulesPre-selection may require satisfying criminal background check requirements per Texas lawPriceSenz is an Equal Opportunity Employer.
