Moving To Work (MTW) Coordinator

Job Title: Moving To Work (MTW) Coordinator Pay Range: $70,000 - $80,000Position Summary Under administrative direction, performs management work of exceptional difficulty.Informs policy direction for the agency, overseeing the Moving to Work (MTW) Program, and data analytics.Assists Executive Director with special assignments, specific research, policy development and implementation, and legislative initiatives.Prepare grant applications, proposals, reports, and analyses.Performs related work as required.Essential Duties and Responsibilities Coordinates agencys participation in the federal Moving to Work (MTW) Demonstration Program, working with staff to develop and implement innovative initiatives that reduce regulatory burden and increase cost effectiveness, resident self-sufficiency, and housing choice.Coordinates agency Annual Plan and Report processes. Prepares documents for submission to HUD.Works across departments to update additional annual policy documents. Coordinates the development and implementation of new policy and legislative initiatives.Keeps current on pertinent housing legislation and regulation and communicates to staff and Executive Director.Coordinates agency responses to administrative rule making.Develop and recommend policy changes in compliance with new legislation and regulations.Helps prepare Strategic Plans and Progress Reports. Identifies Key Performance Indicators for the agency and monitors changes throughout program implementation. Supervises Data Analyst and data analytics function.Represents the Executive Director as assigned. Other duties as assigned.Minimum QualificationsEducation: Bachelors degree in public administration, planning, community development, business administration, or related field; masters degree desired.Experience: Five (5) years work experience in affordable housing policy, research, program evaluation, program management, legislative work, or closely related area.An equivalent combination of training and experience may be substituted.Knowledge and Abilities:Knowledge of affordable housing policy.Demonstrated ability to implement new initiatives or policy changes. Knowledge of community development.Knowledge of data modeling and sensitivity analysis. Ability to analyze impacts of policy changes on the agency and residents. Ability to acquire knowledge of agency rules and regulations.Ability to plan, schedule, and organize.Ability to make sound decisions and exercise good judgement.Experience in proposal and report writing.Experience in research, analysis, and program evaluation.Skills:Skill in oral and written communication.Skills are intact and diplomacy.Skill in exercising good judgment.Special RequirementsMust be bondable.Must always be subject to call.
