This role requires a highlyexperienced and strategic leader who can manage all aspects of the program lifecycle, from contract management and financial performance to team leadership and client relations. Theideal candidate will have a proven track record of managing complex government contracts, delivering high-quality results, and fostering a collaborative and high-performing teamenvironment.Key Responsibilities:• Program Leadership & Strategic Direction: Provide overall leadership and strategicdirection for the task order. Define program goals, objectives, and key performanceindicators (KPIs) in alignment with contract requirements and client needs.• Contract & Financial Management: Serve as the primary point of contact for allcontract matters. Manage program budget, track expenditures, forecast resource needs,and ensure financial goals are met. Prepare and submit accurate and timely financialreports.• Team & Personnel Management: Lead, mentor, and manage a team of 40+professionals, including subcontractors. Conduct performance reviews, manageprofessional development, and ensure a positive and productive work environment.Recruit, staff, and train the Contractor team (including subcontractors) to ensure theaccomplishment of all tasks.• Client & Stakeholder Relations: Act as the main liaison between the company and theclient. Build and maintain strong, positive relationships with key stakeholders.Proactively identify and resolve issues, manage expectations, and ensure clientsatisfaction.• Performance & Quality Assurance: Oversee the delivery of all program deliverables,ensuring they meet quality standards and are submitted on time. Implement and enforcequality assurance processes and procedures.• Risk Management: Identify, assess, and mitigate program risks. Develop and implementrisk management plans to ensure program success.• Reporting & Communication: Prepare and present regular program status reports toboth internal leadership and the client. Ensure clear, effective, and timely communicationacross all team members and stakeholders.• Resource Management: Effectively allocate and manage program resources, includingpersonnel, equipment, and materials, to ensure optimal efficiency and performance.Job RequirementsClearance: TS/SCI w/CI PolyEducation: Bachelors degree in a relevant business or technical field (BusinessAdministration, Engineering, Finance, Management, etc. A Master's degree is highlydesirable.Experience:o Minimum of 10 years of experience in program or project management, with atleast 5 years managing a large-scale task order or program of a similar size (40+personnel) at the National Reconnaissance Office (NRO) or other Govt agencyo Proven experience managing government contracts, with a strong understandingof federal contracting processes and regulations (e.g., FAR, DFARS).o Demonstrated experience in a leadership role, successfully directing and integrating multi-disciplinary Front Office teams (Action Officers, Administrative Assistants, Contracts & Finance Professionals, and Security).Skills:o Exceptional leadership, communication, and interpersonal skills.o Strong financial acumen and experience with budget management.o Excellent problem-solving and decision-making abilities.o Proficiency with project management tools and software (e.g. MS Project, Jira,etc.]).o Relevant certifications (e.g., PMP, PgMP) are highly preferred.Working Conditions:• This is a full-time on-site position.• Work will be completed at customer sites in the Washington, DC area and may includesome travel to CONUS locations.We hire militaryWork, Physical and Mental RequirementsPlease see standard Work, Physical and Mental Requirements for all Quantech roles.Security clearance requiredTSSCI CI PolyTravel0 - 10%
