GENERAL POSITION SUMMARY:
For decades, IRCO has been dedicated to assisting refugees in Oregon in finding employment opportunities. In 2021, IRCO expanded its services to include a new resettlement site, providing support to newly arrived refugees and parolees as they make Oregon their new home. Through a combination of resettlement and employment and pre-employment training services, IRCO aims to facilitate a smooth transition for individuals seeking to rebuild their lives in a new country.
The Refugee Employment Services (RES) and the Pre-Employment Training Programs, in partnership with various refugee resettlement agencies in Oregon, works to create pathways to employment and training for newly arrived refugee and immigrant clients. By collaborating with these agencies, IRCO can offer a comprehensive range of services designed to help individuals integrate into the workforce and achieve self-sufficiency.
JOB DESCRIPTION SUMMARY:
This position provides support to the Sector Assistant Manager by assisting with various programmatic functions, with a focus on staff management, community collaboration, and client support. Responsibilities include training, performance monitoring, data management, and participation in program development and evaluation as well as supporting recruitment. Additionally, the role emphasizes building relationships with RES, promoting client services, and ensuring program compliances.
KEY RESPONSIBILITIES:
Responsible for overseeing daily tasks assigned to staff and volunteers, including assisting in the hiring and onboarding of new team members, as well as participating in decisions regarding disciplinary actions.
Oversee and evaluate staff assignments, caseloads, ensuring that clients receive essential support and services.
Conduct training sessions on program policies and procedures to ensure staff members are well-equipped to assist clients effectively.
As a supervisor, will be responsible for overseeing a team of at least 8 instructors, office assistants and volunteers, while also performing other program related tasks as assigned by management.
Monitor staff performance and provide timely reminders of important deadlines.
Participate in the annual performance review process to assess and improve team performance.
Cultivate strong working relationships with Business and Employer Engagement Specialists and community partners to enhance client services.
Work closely with the RES program team to develop and implement client employment and support job readiness activities, ensuring that individuals in need receive comprehensive assistance.
Assist the manager in developing program rules, policies, goals, plans, and evaluations to ensure program success.
Prepare and submit monthly and semi-annual program reports to track progress and outcomes.
Attend internal and external meetings to advocate for client needs and enhance client services.
Maintain a confidential database and tracking records for clients.
Collaborate with RES teams to ensure schedule and completion of English Testing and as well as the results and starting date for PET are provided to RES staff and clients are informed.
Collaborate with the RES and ODHS teams to collect and monitor client data using TRACS.
Ensure data accuracy and compliance with agency and funder requirements.
Process requests for direct client financial assistance.
Work closely with the Assistant Manager and IRCO's fiscal team to submit and track expenses effectively.

Implement trauma-informed care principles in all work activities.
SECONDARY FUNCTIONS:
Provide comprehensive administrative support to the Assistant Manager, which includes managing schedules, creating agendas, and documenting meeting minutes.
Aid in the development and dissemination of program materials and communications.
Collaborate with Business and Employer Engagement Specialists in hosting outreach events and workshops to showcase program services and attract potential clients and partners.
Contribute to the creation and distribution of promotional materials, flyers, and newsletters to increase awareness of program offerings.
Offer technical support to staff and clients in utilizing program-related software and databases.
Address and resolve basic technical issues related to data entry and reporting systems.
Engage in continuous professional development opportunities to remain current on program management best practices, community collaboration, and client support services.
Share acquired knowledge and skills with team members to enhance overall program efficiency.
Assist in the planning and execution of program-related events, workshops, and training sessions.
Manage logistics, such as venue reservations, catering arrangements, and participant registration.
Aid in identifying and securing additional resources and funding opportunities to facilitate program growth and sustainability.
Support the preparation of grant applications and reports as required.
Conduct routine evaluations of program processes to ensure compliance and enhance quality improvement efforts.
Requirements:
REQUIRED SKILLS AND COMPETENCIES:
Education: Associate or bachelor’s Degree required.
Experience: 5-6 years of experience in a related field required.
Additional Language: Proficiency in a second language preferred.
Computers: Proficiency in Microsoft Office, Word, Excel, PowerPoint, Outlook, and knowledge of the public transportation system and childcare resources.
