We are seeking a Program Control Analyst to provide senior-level program analysis and program control support across multiple, complex programs. Serve as a key advisor to Program Managers and leadership by overseeing financial performance, ensuring compliance, driving accuracy in forecasting and reporting, and supporting strategic decision-making. Responsibilities Provide program analyst and program control support for multiple concurrent programs, serving as a trusted financial and performance advisor to Program Managers and leadership. Lead program budget development, execution, monitoring, and analysis; oversee program setup, planning, and controls within business systems. Prepare, analyze, and present detailed cost, schedule, and performance reports; proactively identify risks, trends, and corrective actions. Track and reconcile project costs, commitments, obligations, expenditures, and schedule performance; ensure accuracy in profitability, invoicing, un-billables, and costs on hold. Execute program funding actions and prepare comprehensive monthly execution and performance reports for internal and external stakeholders. Maintain accurate labor forecasts, budget projections, and resource plans; ensure data integrity across all financial and program management systems (e.g., Deltek Costpoint). Ensure accurate and timely invoicing, data entry, and financial submissions; meet or exceed all reporting deadlines. Accurately submit invoices in WAWF. Analyze and reconcile program performance data and participate in status briefings, program reviews, and executive-level updates. Process and manage contract modifications; communicate impacts and requirements to subcontractors and internal stakeholders. Maintain proactive, clear communication with Program Managers, contracts, subcontracts, finance, and external stakeholders through regular reporting and briefings. Participate in and contribute to cross-functional meetings, audits, and reviews; ensure deliverables are completed accurately and on schedule. Track, prepare, and submit CDRLs. Mentor junior program analysts or program control staff as needed. Perform other duties as assigned. Minimum Qualifications & Education Requirements and Desired Skillsets Bachelor's degree (or equivalent experience) in Finance, Accounting, Business Administration, or a related field required. 7-10+ years of progressively responsible experience in DoD contracting program analysis, program control, manufacturing, or cost analysis. Demonstrated experience supporting complex programs with multiple contract types, including FFP, FPI, FPLOE, T&M, CPAF, CPFF, and hybrid contracts. Strong working knowledge of DoD contracting environments, OASIS, and project control principles. Advanced proficiency with Deltek Costpoint, COGNOS reporting, Costpoint procurement and contracts modules; SharePoint experience preferred. Advanced Excel skills, including complex spreadsheets, reporting, and financial analysis. Proven ability to manage multiple programs and Program Managers with competing priorities in a fast-paced environment. Excellent analytical, organizational, problem-solving, and troubleshooting skills with strong attention to detail. Demonstrated leadership, initiative, and ability to work independently while collaborating effectively across teams. Excellent written and verbal communication skills; ability to present detailed financial and performance data to senior stakeholders. U.S. Citizenship required with an active Secret security clearance. Physical Description Employees in these positions will function in a general office/cubicle setting environment, and laboratory/testing setting using standard office equipment and various electronic testing equipment, including a computer, telephone, printers, video equipment, computer software and testing equipment. Will interact in a general office setting environment with various personnel; participate in meetings and contribute to team success; deliver timely results and produce reports; receive and communicate information; may include telework. May function in a specialized laboratory/testing environment using electronic testing equipment, computer software and complex systems. May move and test equipment of various weights. Laboratory environment may require use of protective equipment (PPE) including but not limited to safety glasses and protective hearing and footwear. May be expected to work varying shifts and hours to ensure successful operation of activities in the organization due to business demands; travel occasionally for assigned work. About SimTech, Inc.
