Ephrata Headquarters, 30 C St SW, Ephrata, WA 98823, USADescriptionClosing Date to Apply: May 7th 2026Salary: $103,168.00 to $180,523.20Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range.Benefits: This link below will provide you with Grant PUD's benefit that may be available if hired; different employee types are eligible for different benefits.The position may have a background check as part of the hiring process if selected for this position.Position SummaryThis supervisory position provides day-to-day leadership of the Enterprise Applications support function and team of professional staff in the support, operation, and life-cycle execution of the Enterprise Systems portfolio in alignment with established roadmaps and standards at Grant PUD.Oversee the operational support and sustainment of assigned Enterprise Systems, ensuring applications meet reliability, security, and availability expectations as defined by established standards and roadmaps.Ensure users have the appropriate, reliable and secure core application capabilities required to perform their business functions.Works with various stakeholders to ensure service levels are met or exceeded within established Service Level Agreements (SLAs) and best practices.The position contributes to the development and maintenance of Enterprise Applications roadmaps by providing operational insight, workload analysis, and implementation recommendations.Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodation will be provided as required.ResponsibilitiesCoordinates team participation in annual compliance audits of financial systems and supports necessary adjustments or corrective actions as recommended by our audit partners.Defines and prioritizes project and resource schedules that align with enterprise systems roadmaps, available technology, Utility strategy and project demand, providing realistic capacity estimates and aligning staff workload to commitments, removing obstacles for staff.Ensures technology standards are adhered to, and that appropriate security and operational controls are implemented to safeguard Utility applications.Maintains a high level of stakeholder satisfaction while providing services in coordination with Project Managers and enterprise systems stakeholders.Provides regular coaching of staff, fostering goal-oriented thinking; provides leadership and direct feedback to employees regarding performance, career goals, risk management, project goals and stakeholder interactions.Coordinates and leads meetings/communicating with business partners and other ET groups to remove impediments, plan and coordinate activities, manage relationships, and resolve conflicts.Works with leaders in the Enterprise Technology Department to develop the ET strategy, business plans, application roadmaps and tactical initiatives to support projects and plans; ensures execution of the IT strategic plan, IT goals, roadmaps and various initiatives.Supports management with input on technology and project budgets including tracking current spending, future spending, identifying ways to improve efficiency and optimize spending; plans for future expenditures, current and potential contracts, pays invoices, and vendor coordination and contract activities.Understands the needs of the department and coordinates resources via a multi-year plan; allocates or coordinates training of staff where needed and fills potential gaps.Leads, organizes and proactively engages in department transformation initiatives, improving quality and professionalism, ensuring staff accountable to operating procedures.Establishes measures for Key Performance Indicators (KPIs) to meet department expectations and SLAs.Demonstrates commitment to Grant PUD's mission, vision, values, and strategic plan; quickly familiarizes with these organizational priorities and behaves in a way that aligns with these expectations.May operate a GPUD vehicle for business purposes, if needed, in accordance with the Vehicle/Asset Usage Policy, IS-TA-P-POL-001.Understanding and adhering to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.Actively participates in all aspects of the safety program, including but not limited toFollowing all safety policies and procedures.Alerting supervisors and coworkers to unsafe or hazardous working conditions.Reporting any safety incidents or close calls within 24 hours to your supervisor.Accepting feedback from supervisors and coworkers regarding your own safety performance.Accepts responsibility for the safety of all team members and models safe behaviors byClearly defining and completing performance-focused safety activities required of you and your team.Supporting work stoppages by employees when they identify unsafe/hazardous working conditions.Acknowledging compliant safety behaviors and good safety performance from members of your team.Required QualificationsBachelor's degree in computer science, Information Systems, or related field. OR 2 additional years of relevant experience in lieu of degree.Five (5) years of progressive experience in Information Technology, or experience directly related to and applicable to the role's requirements including 1 year of experience leading people, projects, or cross-functional work.Preferred QualificationsThree (3) years of supervisory or team lead experience.Certification in Business Systems Analysis, Cyber Security, ITIL, IT Service Management and customer service experience are desirable but not required.Other Knowledge, Skills, and AbilitiesKnowledge of Utility's computer environment and policies; Project Portfolio Management (PPM) and Application Lifecycle Management (ALM); modern project management methodologies, business analysis, applications support, programming, testing, quality assurance, system design, databases, IT best practices, and internal controls.Skills in leadership, team development, application testing and quality assurance; budgeting; project management; IT operations management; resource management; development of roadmaps and alignment to business and IT strategy; IT best practices; CIP compliance; analyzing and solving problems logically and conceptually; interpersonal skills including clear and concise communication both in writing and verbally.Physical RequirementsPosition may be eligible for hybrid work arrangement: Yes / No.Majority of work is performed in a standard office setting.Will perform work onsite at the locations of the assigned Business Units.Typical shift of employees in this position: 8 hours.*applicant/incumbent should refer to the Physical Capacity Evaluation (PCE).The statements contained herein reflect general details as necessary to describe the principal functions for this job, the level of knowledge and skill typically required, and the scope of responsibility, but should not be considered an all-inclusive listing of work requirements.
