Associate Procurement Specialist
REQUIRED QUALIFICATIONS:• Associates’ degree in business information systems, business management, or accounting preferred.• Minimum two (2) years of previous clerical work experience in an office environment and Purchasing are helpful.ESSENTIAL FUNCTIONS:• Provides administrative support to the Procurement staff in all phases of the procurement process.• Assists Purchasing staff with developing and maintaining procurement vendor database, creates bidders lists from the database, and updates vendor profiles.• Performs online research to assist Procurement staff with various projects.• Maintains current knowledge of all laws and regulations (local, State, and Federal) related to the purchasing of goods and services, assuring compliance with federal, state, and local regulations.• Provides training to new department employees.• Assists at pre-bid/proposals conferences, bid openings and coordinates advertisement of bid/proposal invitations.• Responsible for release, award, and contract administration of Requests for Quotes, as assigned, for small purchases up to $100,000 and Invitations for Bid and Requests for Proposal, when needed, for purchases over$100,000 to prevent lapses in receipt of necessary goods and services utilizing OpenGov eProcurement software.• Prepares correspondence or completes form letters notifying contractors of bid awards.• Conducts reference checks on potential successful bidders/proposers.• Types, edits, and maintains work electronically using Microsoft Office for internal and external correspondence, solicitation documents, price, and cost analysis, etc.• Updates and maintains procurement logs and schedules.• Files documents in the official Procurement files.• Administers and processes procurement requisitions, issues purchase orders and makes P-card purchases which adhere to small purchasing procedures.
