Chief Program Advisor

Role OverviewPowerTek is seeking a seasoned Program Management Advisor to serve as the senior program leadership point of contact on a major California power infrastructure program. This individual will provide strategic program management advice, lead the broader consultant team, support executive decision-making, identify risks and opportunities early, and help ensure the program remains aligned to delivery goals, budget realities, and long-term operational priorities.This is a senior owner’s engineer / program advisory role, not an administrative PM role. The ideal candidate has led large-scale power infrastructure programs and understands how to operate across planning, engineering, program controls, delivery strategy, and stakeholder coordination.Key ResponsibilitiesServe as the primary senior advisor and point of contact for PowerTek’s program leadership functionLead and coordinate the broader consultant team across strategic planning, program execution, and technical support activitiesProvide strategic advice on program priorities, sequencing, resource allocation, delivery risk, affordability, and execution strategySupport high-level decision-making related to program development and capital deliveryAnticipate risks, identify opportunities, and guide program responses before issues become schedule or cost problemsHelp align capital planning, delivery strategy, operational objectives, and long-term program outcomesSupport development and refinement of program management frameworks, governance structures, reporting approaches, and improvement initiativesInterface effectively with senior stakeholders in complex utility and public infrastructure environmentsEnsure the broader team remains aligned with program goals, technical requirements, and client expectationsAbsolute Minimum RequirementsMinimum 20 years of experience in capital planning and deliveryAt least 5 years of Program Management experience on a power infrastructure program valued at $100 million or moreThat qualifying power infrastructure experience must include substation(s), switchyard(s), or high-voltage transmission linesQualifying experience must be within the last 15 yearsMust be able to reside in the San Francisco Bay Area upon contract awardMust be available to work in person a minimum of four days per weekStrongly PreferredExperience managing a program management team in a government or public-sector environmentExperience balancing a major capital program across cost, schedule, priorities, affordability, and stakeholder needsExcellent executive communication and presentation skillsProgram Management Professional (PgMP) certificationU.S. Professional Engineer license
