Civil Engineer PE or EIT
The Licensed Civil Engineer is responsible for planning, designing, reviewing, and overseeing civil engineering projects in California. This includes infrastructure such as roads, stormwater systems, land development, and sustainable urban projects. The role ensures compliance with local, state (California), and federal regulations, including seismic standards, environmental requirements, and building codes.
Key Responsibilities
Prepare and review detailed civil engineering designs, plans, specifications, cost estimates, and technical reports for projects involving grading, drainage, roads, utilities, site development, and public improvements.
Conduct / oversee surveys as needed.
Conduct engineering analyses, including hydraulic modeling, structural evaluations, traffic studies, and quantity takeoffs.
Coordinate with design teams, consultants, contractors, and stakeholders; manage budgets, schedules, and deliverables.
Perform or oversee construction inspection, material testing, and resident engineering duties on active sites.
Review private development plans, subdivision maps, building permits, and improvement plans for conformance with City/County standards, California Building Code, and local ordinances.
Act as liaison with agencies (e.g., Caltrans, SANDAG, water districts, environmental regulators) and the public.
Use civil engineering software such as Revit, AutoCAD Civil 3D, MicroStation, GIS tools, and modeling programs for design and analysis.
Ensure projects incorporate sustainable design, stormwater management (e.g., LID – Low Impact Development), and resilience to earthquakes, flooding, and climate impacts.
Prepare or approve contract documents, change orders, and progress payments.
Supervise junior engineers, EITs (Engineers-in-Training), technicians, and drafting staff.
Conduct site visits, field investigations, and feasibility studies.
Required Qualifications
Education: Bachelor's degree in Civil Engineering (or closely related field) from an ABET-accredited program (preferred). Advanced degrees can substitute for part of the experience requirement.
Licensure: Valid Professional Engineer (PE) license in Civil Engineering issued by the California Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG). Must be able to sign and seal plans. (Out-of-state PE holders may qualify via comity if they meet CA requirements, including passing the California-specific Seismic Principles and Engineering Surveying exams.)
Experience: Typically 4–8+ years of progressive professional civil engineering experience post‑graduation (varies by level—e.g., Associate or Senior roles require more). Qualifying experience must demonstrate increasing responsibility in design, construction, or project management.
Certifications: Engineer‑in‑Training (EIT/FE) certificate is usually a prerequisite for PE. Additional certifications (e.g., in stormwater, traffic, or LEED) are a plus.
Technical Skills: Proficiency in AutoCAD Civil 3D, Bluebeam, GIS, and relevant modeling software. Strong knowledge of California codes and San Diego regional standards.
Preferred Skills and Attributes
Experience with San Diego‑specific projects (land development, public works, water/wastewater, transportation, or coastal engineering).
Familiarity with local agencies, entitlement processes, and environmental regulations (CEQA, etc.).
Strong project management, communication, and client/stakeholder engagement skills.
Valid California driver's license and ability to perform field work.
Mix of office‑based design work and field inspections/construction sites across California with a heavy concentration on Southern California.
