Business Operations Mgr I - Amarillo

Performs advanced oversight of business management; policy development and interpretation; forecasting and budget analysis; legislative analysis, contract management, project controls support, resource allocation, purchasing, equipment, facilities, and district safety. Establishes policies and procedures, provides advice/consultation to the DD/DE and staff and develops goals and objectives that integrate support and functional activities. Coordinates with Human Resources, Information Management and Financial Management to resolve issues integral to the organizations functional responsibilities. Provides direction and management for operational and consultant project delivery support functions. Work requires contact with consultants, governmental, and transportation officials at the local, state, federal levels and private entities. Reports to the DD/DE. Supervises a group of professional and technical employees. Employees at this level are virtually self-supervising and assume direct accountability for the work product. A district or division may only have one Business Operations Manager. Essential Duties: Oversees relationship with human resources, information technology and FIN divisional staff to resolve issues and to ensure responsiveness to the organizations functional responsibilities and meet the needs of the divisions and offices. Coordinates and processes accounts payables, invoices, and travel. Troubleshoots financial information, data discrepancies, and monitors accounts. Coordinates and supports personnel hiring and development. Oversees and coordinates required training. Manages the development, coordination, implementation, and management of highly advanced and complex annual operational and program budgets. Oversees Division/District purchasing and warehousing operations to meet operational and project delivery goals and objectives. Oversees the planning, development and implementation of administrative and operational policies and procedures. Reviews and monitors budget activities, prepares reports, coordinates financial forecasting, and performs trend analysis. Administers cell phone program for a District to include budget impact, procurement, and user support. Oversees record support functions in the areas of records management, central files, records disposition, correspondence and open records requests. Serves as a member of the district/division staff and leadership team, represents staff at executive meetings, public events and participates in broad decision-making and policy setting initiatives. Supervises a group of professional and clerical employees and oversees administrative services and management of business support functions and special projects ensuring all functions are conducted in accordance with policy. Performs other job responsibilities as assigned. Minimum Qualifications: Education: Bachelor's Degree in Business, Public Admin, Finance or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 3 years of experience in transportation-related business or support operations such as, budget allocation, contract administration or resource mgmt. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
