Candidates may be considered and interviewed in advance to support rapid onboarding should the contract be awarded.Wilcore Technologies is seeking an experienced Program Manager to support the U.S. Department of Veterans Affairs.The Program Manager will serve as the primary interface between Wilcore and VA leadership, ensuring delivery excellence across technical execution, program governance, compliance, and stakeholder engagement in a highly regulated federal IT environment. Please note, this position is contingent upon contract award. Employment offers will be extended upon successful award and client authorization to proceed.What You'll Be DoingProgram & Contract LeadershipLead end-to-end program execution for program initiatives, including innovations, modernization, enhancement, and sustainment effortsEnsure adherence to contract requirements, SLAs, deliverables, and performance metricsMaintain alignment with VA policies, standards, and acquisition modernization objectivesDevelop Quality Assurance Surveillance Plans and implementing/executing a monitoring planValidate contract scope and deliverables with VA stakeholders, documenting any changes through formal change control processesManage assigned prime and subcontractor contractsGovernment Stakeholder EngagementServe as the primary point of contact with the VA Contracting Officer (CO), Contracting Officer's Representative (COR), Government Program Manager (GPM), and other customer stakeholdersFacilitate executive-level briefings, program reviews, and status updatesTranslate government requirements into actionable execution plans for delivery teams, including roadmap alignment and prioritizationPMO, Agile & Delivery OversightOversee day-to-day contract leadershipOversee the execution of product roadmaps, the Integrated Master Schedule (IMS), staffing plans, and burn-up/burn-down metricsEnsure Agile, SAFe, or hybrid delivery methodologies are applied effectivelyCompliance, Quality & Risk ManagementEnsure solutions comply with VA and federal requirements including:VA Technical Reference Model (TRM)VA Platform One (VIP)Section 508 accessibility standardsFedRAMP and VA cybersecurity requirementsProactively identify and mitigate program, technical, and operational riskSupport audits, reviews, and performance assessments as requiredDevelop and manage delivery of required contract deliverablesTeam Leadership & CollaborationLead and coordinate multidisciplinary teams including architecture, operations, data, agile/scrum, engineering, UX, product, security, and subcontractorsEnsure clear role clarity and alignment across all key leadership roles to drive program performance and delivery excellenceFoster a culture of accountability, transparency, and continuous improvementSupport talent onboarding, role clarity, and performance alignment across the programWhat you'll bring:Required QualificationsBachelor's degree in Business, Information Technology, Engineering, or a related field (or equivalent experience)8+ years of experience managing federal IT programs, preferably within the VA or other civilian agenciesDemonstrated experience leading large, complex, multi-stakeholder programs in Agile or hybrid environmentsStrong understanding of federal acquisition, governance, and compliance frameworkExperience working with system integrator (SI) and/or OSS-based delivery modelsTechnical & Tooling ExperienceAgile / DevSecOps delivery environmentsJira, Confluence, GitHub, or similar toolsPMO reportingRisk and issue management in regulated environmentsPreferred QualificationsPMP, SAFe Agilist, ITIL, or equivalent certificationPrior experience supporting VA EASS, eCMS, VEAR, VASI and EDCFamiliarity with VA Platform One, Lighthouse, or other VA digital platformsExperience supporting contract transition-in or recompete effortsRequirements:Must be a U.S. Citizen and able to work domesticallyMust be able to attain low-level security clearance; current clearance holder is a preferredAdditional Information:This position is contingent upon contract award.
