Position OverviewSeeking a Functional Business Analyst with Medicaid eligibility experience to support large-scale healthcare and public sector modernization initiatives. This role will work closely withbusiness stakeholders, program leadership, and technical teams to analyze current-state eligibility operations, document business requirements, and support implementation efforts related to Medicaid eligibility and determination workflows.The ideal candidate will have hands-on experience with Medicaid eligibility systems, eligibilitydetermination processes, and healthcare program operations within a state or public sectorenvironment.Key Responsibilities• Gather, analyze, and document functional business requirements related to Medicaideligibility and enrollment processes• Facilitate stakeholder workshops and discovery sessions to understand how eligibilitydeterminations are performed and administered• Analyze eligibility criteria, verification workflows, notices, case actions, anddetermination logic• Create current-state and future-state process flows, business process documentation, userstories, and functional specifications• Work cross-functionally with technical teams, architects, QA, and program leadership totranslate business needs into system functionality• Support eligibility system modernization and transformation initiatives• Assist with requirements traceability, change management, and business processimprovement efforts• Participate in testing activities including UAT planning, test scenario validation, anddefect triage• Ensure alignment with Medicaid policies, federal and state regulations, and programcompliance requirements• Support integration discussions across eligibility, case management, claims, anddownstream systemsRequired Qualifications• 5+ years of experience as a Functional Business Analyst• Experience supporting Medicaid eligibility or healthcare eligibility modernizationprojects• Strong understanding of eligibility determination workflows and business rules• Experience gathering and documenting functional and business requirements• Ability to facilitate discussions with both business and technical stakeholders• Experience with process mapping, workflow analysis, and gap assessments• Knowledge of public sector healthcare programs and Medicaid operations• Strong written and verbal communication skillsPreferred Qualifications• Experience supporting state government Medicaid agencies or HHS organizations• Familiarity with integrated eligibility systems (IES/MMIS)• Experience with Agile delivery methodologies and user story development• Knowledge of verification processes, notices, appeals, and enrollment workflows• Prior consulting experience within large system integrator or advisory environments• Experience supporting UAT and implementation activitiesPreferred Skills• Business Process Modeling• Requirements Documentation• Medicaid Eligibility Operations• Stakeholder Management• Functional Analysis• User Stories & Acceptance Criteria• Process Improvement• Public Sector Consulting• Healthcare Systems ModernizationAbout Eight Eleven GroupBrooksource provides equal employment opportunities (EEO) to all employees andapplicants for employment without regard to race, color, religion, national origin, age, sex,citizenship, disability, genetic information, gender, sexual orientation, gender identity,marital status, amnesty or status as a covered veterans in accordance with applicable federal, state, and local laws.
