Provide engineering support to superintendents and crafts, verifies materials, equipment, workmanshipand assures results meet design requirements. Assure construction activities are executed in a safe mannerwith the highest quality standards possible while monitoring the cost and schedule of any given workactivity.Interface and coordinate all aspects of construction with design, procurement, security, safety, operations,health physics, quality control, scheduling, cost and management. Develop construction scope turnoverpackages and coordinate systems completion and test activities in support of the turnover schedule. Directthe preparation of work packages and familiarize craft in specific work package requirements. Maintaincontinuity with quality control to ensure work quality meets the requirements. Coordinate with designagencies to ensure timely issuance of new design or design changes. Lead constructability program inarea and provide technical expertise for construction methods and practices. Responsible to ensure thatconstruction work is done correctly and completely. Provide technical and programmatic direction tosubordinate construction engineering personnel as required. Provide construction testing and start-upservices for construction projects. Administer assigned subcontracts. Provide for nonconformance reportand corrective action request dispositioning. Design temporary construction facilities as requested bymanagers. Assist in establishing maintenance requirements for all permanent plant equipment. Coordinatesubcontract activities to ensure materials , equipment and workmanship comply with contract documents.Work Hours: A 40 hour work week is scheduled. SRNS utilizes various work schedules including 5/8s(8 hour/day; five days per week), 4/10's (10 hours/day; four days per week), and 9/80's (9 hours/day, fivedays on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at thediscretion of the Manager.Additional DutiesProvide construction engineering services in support of fabrication, installation andmaintenance performed by the SRNS Construction Department. Primary responsibilitiesinclude performing walk downs, constructability review of design documents, material takeoff, development of construction work execution plans and permits, performing jobhazards analysis, oversight and inspection of ongoing construction work executionactivities, interfacing with quality personnel, design engineers and constructionmanagement to coordinate work execution and to resolve field installation issues orproblems, review and closure of work execution documentation.Construction engineering services shall be provided using SRNS processes andprocedures. Programmatic guidance will be provided by SRNS.Job RequirementsREQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCEEducation & Experience/Skills: Bachelor's degree in a technical discipline and at least 5 - 7 years ofpractical experience in construction engineering or related areas. An Associate's degree and 7 - 9 years ofpractical experience would be considered equivalent. A high school diploma and 10 - 14 years of practicalexperience would also be considered equivalent. A general knowledge of system testing and operations ishelpful to ensure system turnover scope is adequate in regard to pre-operational testing. Leadershiptraining in methods improvement is desirable.OTHER REQUIRED QUALIFICATIONSArea Security Access: Candidate must be able to obtain and maintain a DOE "Q" security clearance. Anactive DOE clearance is not initially required to perform assigned duties. After award, the selectedcandidate will be notified when to apply for a clearance based on specific work assignments.PREFERRED QUALIFICATIONSCandidates who have possessed an active DOE clearance (L or Q) within the past two (2) years arepreferred.Additional Experience QualificationsCollege degree in a technical discipline and practical experience in constructionengineering preferred.Candidate must demonstrate the ability to perform construction work planning, jobhazards analysis, and material take offs associated with civil discipline scopes.Previous SRS experience is preferred.Previous experience related to construction engineering, work planning, job hazardsanalysis, and material procurement utilizing SRS specific processes, programs, procedures
