The Administrative Manager, reporting to the LRAPA Executive Director, directs human resources administration, manages overall business processes, and provides high-level executive assistance. This role is crucial in shaping the Agency's talent strategy, organizational structure, and administrative efficiency.
Typical duties of the position include, but are not limited to:
Lead human resources functions including recruitment, compensation, benefits, training, and employee relations
Develop and implement personnel and administrative policies
Manage agency-wide file systems and transition to digital file management
Oversee contracts, agreements, and grant documentation
Collaborate with IT to manage technology needs and implementations
Provide strategic recommendations to optimize organizational performance
Supervise office and administrative staff
Minimum required qualifications
Bachelor's degree in business administration or related field
Three years of management experience in public or private organizations, including: Development of program rules and policies; Long- and short-range planning and goal setting; Human resource management.
Preferred experience
Master's degree in public administration, business administration, or related field
SHRM or IPMA-HR certification
Knowledge, Skills, and Abilities
The successful candidate will have skills to analyze and communicate complex business and HR information to diverse stakeholders; strong computer skills including advanced proficiency in Microsoft Office 365 and database management systems; ability to interpret and apply employment laws, HR procedures, and organizational policies; and excellent leadership and problem-solving skills. Experience with HR information systems and project management tools is highly desirable.

Knowledge of federal, state, and local employment laws and regulations
Experience in strategic planning and project management
Ability to manage stress and meet deadlines in a fast-paced environment
Proficiency in utilizing Generative AI tools to enhance research, analysis, and communication skills is highly desirable.
Working Conditions
Work is primarily performed in the Agency's offices, located in Springfield, Oregon, with occasional travel to other sites within Lane County. Work and training opportunities may require travel within the State of Oregon.
Compensation
Placement within the range will be based upon the selected candidate’s experience and qualifications.
$7,678 - $9,829 Monthly
Two-step pay range increase upon successful completion of trial service period
