In addition, the position requires case management, assessment and ongoing support for Resource Families and the children in their care, including training and approval process for new families interested in fostering or adopting youth, case management of foster youth in Family Linkage program and recruitment of new potential families. Performance of the typical responsibilities and duties requires the ability to perform the job duties, explain to/instruct others, persuade others, involving job-related matters generally of moderate complexity.TYPICAL RESPONSIBILITIES AND DUTIES (*: The non-essential functions)Provides intervention, case management and support to children and Resource Families engaged in the Family Linkage program.Provides individual and family therapeutic services including the completion of all required coordinated care documents and progress notes.Provides quality documentation of all services including those billed through Medi-Cal utilizing the CalAims documentation model.Provides a high level of therapeutic intervention to children and Resource Families engaged in the ISFC Plus program.Supports the ongoing development of a strength-based system philosophy consistent with Wraparound Values and Principles within the service components of the Family Linkage Program.Coordinates Child Family Support Teams meetings and work with the youth and their supports to identify their strengths, needs and resources to meet those needs.Assist the child and family in planning for transition out of services and referral for aftercare services.Demonstrates Team leadership and advocacy in empowering family and support people in attaining permanency, safety, well-being, and their self-determined quality of life.Provides quality, culturally proficient and relevant therapeutic, educational, preventative, and crisis services to children and their families in community-based and in-home settings.\Utilizes supervision, consultation, and training as necessary to continue to provide high quality services to children and their families as effectively and efficiently as possible.Maintains professional standards regarding Client's Rights.Demonstrates an understanding of and adherence to laws, ethics and policies regarding mandated child abuse reporting, duty to warn, confidentiality, dual relationships, and the protection of the welfare of the client, family, and community. Assists families and others in understanding and maintaining compliance with Title XXII regulations and other standards set by accrediting bodies.Participates in agency goals of continuous quality improvement.Supervises and coordinates the placement and care of children in foster/adoptive homes. Must work collaboratively with county partners/social workers, prospective parent(s), and other RCS staff to coordinate best matches and facilitate placement.Develops treatment plans for each child in coordination with the foster family and the placing agency. Participates in and supervises each child's treatment program, completes required written reports case record updates in accordance with program guidelines, State, and County requirements.Provides on-going supervision and support of foster families via regular visitations to foster/adoptive homes to monitor progress and provide supportive services including but not limited to educational support and access to psychiatric care, neurological consultations, and other professional consultants/treatment providers.Oversees the visiting procedures for parents, guardians, or other authorized visitors.Facilitates family therapy with the birth family when appropriate.Supervises and participates in the admission and release of children, and the matching of children to foster/adoptive homes.Attends court appearances as necessary.Works cooperatively with fellow employees and the general public and exercises judgment, tact, and diplomacy in inter-personal relationships with children, parents, staff, or other members of the public. Participates in the development and implementation of such collaborative programming.Participates in the recruitment, certification, and training of foster parents.Demonstrates Team leadership and advocacy in empowering family and support people in attaining permanency, safety, well-being, and their self-determined quality of life.Utilizes supervision, consultation, and training as necessary to continue to provide high quality services to children and their families as effectively and efficiently as possible.Utilizes community linkage resources to best meet the needs of the children and families served.Every employee has the opportunity and responsibility to participate in one or more activities each year that support the performance quality improvement (PQI) of RCS programs and services. Activities might involve membership on a PQI committee or work group, service as a peer reviewer, data collection for PQI and evaluation purposes, completion of PQI questionnaires and surveys or participation in focus groups, or other activities as identified by PQI committees or work groups.MINIMUM QUALIFICATIONSEducation,Training, and ExperienceAMFT, ASW, APCC or equivalent requiredCurrent registration with BBS or the Board of Psychology if not licensed.Individual must meet Community Care Licensing requirements for a master's degree exception (reg. 88065.3 for Foster Family Agency)One year of full-time experience working with high-needs children and families.Experience working in children's mental health setting emphasizing a family systems perspective is preferred.Bilingual/ Bicultural (Spanish/English) is preferred.License(s)California driver's license (and good DMV report), ability to be insured by agency insurance carrier.Knowledge and SkillsIndividual, family, and child therapy.Advanced skills in crisis intervention, suicide assessment, conflict resolution, and interpersonal communication.Knowledge of principles of developmental psychology, including physical, mental, emotional maturation patterns, and special needs and problems of adolescents and younger children, basic listening, communication, interviewing, and counseling techniques.Knowledge of principles and techniques of casework, clinical work with children and families, role and function of public social service agencies and regulations and policies related to foster care.Understanding of and ability to teach child and family development and the dynamics relating to abused children and foster parenting.Leadership and organizational skills.Strong ability to work as part of a team when needed including during regular business hours, after hours, and some holidays when identified or required.Ability to complete Assessments and develop and implement individualized Treatment Plans along with other reports and documentation consistent with foster care and adoptions work.Excellent time management skills.Mental Health Rehabilitation Option knowledge.Foster care system knowledge.Knowledge of and ability to access other community resources.Ability to work with a balance of independence and creative use of supervision from the Clinical Program Manager.Ability to coordinate and manage volunteers, services, and staff.Administrator and social work personnel participating in the assessment and evaluation of an applicant or Resource Family will meet core competency requirements, including having the necessary knowledge and skills as outlined in 88364 (d) ILS version 2 (below) and subsequent versions.Special RequirementsMust be able to meet and receive a criminal records clearance as required by Title XXII licensing regulations.Physical and Mental RequirementsThe following are required in day-to-day performance of the duties of this position:Sitting, walking, standing, grasping (simple), and visual/auditory acuity are constantly required (over 2/3 of the workday).Bending, squatting, kneeling, twisting, lifting, reaching, and pushing/pulling are required occasionally (under 1/3 of the workday).Climbing and crawling are generally not required.
