Fleet Operations Administrator

This is technical and administrative work involving the City's automotive and heavy equipment fleet.An employee in this class is responsible for coordinating and managing the daily operations of motor vehicle and motorized equipment maintenance and repair activities.Works under the administrative and policy direction of the Motor Equipment Superintendent.Assists with assigning City vehicles and ordering motor vehicle parts for all City divisions. Maintains records of parts, lubricants and fuel purchased. Coordinates and directs the repair and maintenance of automotive and construction equipment. Develops preventive maintenance programs and schedules. Uses fleet management software to accurately enter and track fleet information and maintenance. Prepares and maintains records and reports of fleet maintenance, repair, and performance. Assists with overseeing the maintenance program for all equipment. Reviews major repair estimates and makes determinations on whether specific vehicles should be repaired, overhauled, or disposed. Assists in developing and implementing goals, objectives, and procedures related to fleet maintenance. Advises management on equipment replacement and maintenance timelines and makes recommendations for equipment and vehicle purchases and servicing. Ensures new vehicles and equipment received are in compliance with contract specifications. Maintains information and specifications on equipment and warranties and ensures that covered vehicles are submitted appropriately for claims and repairs. Recommends and coordinates the disposal program through public auction or sealed bids. Reviews specifications for all rolling stock purchased by the City and confers with factory agents on specifications, design, and mechanical or structural failure. Enters and tracks requisitions for purchase or lease of vehicles. Maintains vehicle license and registration program. Monitors and ensures adherence to local, state, and federal regulations related to vehicle operation and maintenance. Ensures fleet maintenance operations are in compliance with applicable environmental regulations. Drives to meetings and to various vendor sites. Performs related work as required.Graduation from an accredited high school or GED and a minimum of three years of paid fleet management experience or supervisory experience over automotive and/or heavy equipment mechanics. Possession of a valid state of Ohio driver's license.Thorough knowledge of automotive and construction repair and maintenance. Considerable knowledge of automotive and construction equipment and of the hazards and safety precautions necessary in their maintenance. Knowledge of relevant laws, ordinances, and policies governing purchasing and subcontracting procedures. Knowledge of techniques governing the operation of a fleet maintenance program and equipment acquisition. Knowledge of vehicle titles, odometer statements, license plate applications, and recall notices.Skill in the use of personal computers with standard and custom software applications. Ability to analyze and evaluate new methods, procedures, products, and equipment and make recommendations as to the feasibility of City use. Ability to make cost estimates, financial reports, equipment specifications, and related reports.Ability to manage multiple projects and prioritize tasks effectively. Ability to maintain a high degree of attention to detail and accuracy. Ability to establish and maintain effective verbal and written communications with suppliers, vendors, co-workers, and the public. Ability to safely operate a motor vehicle. List of essential job functions available upon request.This is a classified position.The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades. VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to their passing grade, must submit proof of discharge in the form of a DD-214 with application.DRIVER S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment.
