An eligibility list created from this recruitment may be used to fill future vacancies for this classification, so apply now!Essential DutiesManage engineering projects and prepare recommendations for water and sewer, capital improvements and/or land development.Consult with and respond to general and complex technical inquiries from developers, contractors, City staff and the general public.Develop and maintain a variety of records, reports, memorandums and correspondence for the operation of the Division.Participate in the development of Division’s budget, goals, objectives, procedures and priorities, and make recommendations regarding efficiency and cost effectiveness.Produce recommendations and evaluations regarding the Division’s organizational structure and respective office and field personnel.RequirementsEDUCATION AND EXPERIENCE:A Bachelor’s Degree with major course work in civil engineering, water and sewer construction management, or a related field and four (4) years of progressively responsible experience in water and sewer project management, land development processing or professional civil engineering.Other RequirementsMust be registered by the State of California as a Professional Engineer authorized to practice civil engineering.Must possess and maintain a valid California driver’s license and an acceptable driving record.Knowledge OfCivil engineering principles and practices, water and sewer permit processing, contract administration as applied to water and sewer capital improvements; sources of information applicable to the solution of engineering problems; principles and practices of supervision, motivation, training, and performance evaluation; and the principles and practices of effective customer service and problem solving.Ability ToPlan, organize, assign, and inspect the work of others; analyze, interpret, comprehend and perform complex technical research work; communicate effectively with others both verbally and in writing; establish and maintain effective working relationships with other officials and the general public; train, direct, control, and evaluate team members and maintain consistency with program objectives and standards; coordinate visual observations, verbal and written communications into concise written or presentation formats that reflect continuity of thought and effectively convey concepts and/or conclusions; and make presentations to the City Council, City Commissions and other agencies.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. New employees hired July 1 and after shall be allowed to use up to twenty (20) hours during that calendar year.SICK LEAVE: Sick leave accrues at the rate of eight (8) hours with pay for each full calendar month of service.INSURANCE: Cafeteria Plan Spending Fund: Employees receive a monthly allowance with which to purchase medical and dental benefits for themselves and their dependents. The City also provides a Flexible Reimbursement Account into which employees may tax-defer funds to use to pay for childcare or to cover those health and dental care expenses (deductibles, etc.) that are not reimbursed by an insurance carrier.RETIREMENTTier I - Employees hired prior to January 1, 2013 are covered by the "2.5% at 55" single highest year option of the Public Employees' Retirement System (PERS) plan. Employees contribute eight percent (8%) of salary to PERS on a tax-deferred basis.Tier II - Employees hired and enrolled into PERS after January 1, 2013 are covered by the "2.0% at 62" 3-year average option of the Public Employees' Retirement System (PERS) plan. Employees contribute half the normal cost to PERS on a tax-deferred basis.DEFERRED COMPENSATION PROGRAM: Employees may contribute to a 457(b) account up to the maximum as determined by the IRS annually. There is no City contribution.BILINGUAL INCENTIVE: After qualification, employees are eligible to receive compensation for the use of bilingual skills in Spanish, Vietnamese, or Korean. Employees receive $85 per pay period for verbal and written translation, and $65 for only verbal translation.TUITION REIMBURSEMENT: Upon completion of one (1) year of City service, an employee may receive tuition reimbursement for pre-approved completed coursework toward a college degree.THE BENEFITS LISTED ABOVE ARE ONLY RELEVANT TO FULL TIME EMPLOYEES.
