Jackson BuildingSALARY: Range: $44,507.22 - $47,219.69(Management Pay Grade 9)HOURS: 8:30 am to 4:30 pm Mon - Fri35 hours per weekBENEFITS: Health, Vision & Dental - First of month following date of hireAll Other Benefits - After 90 day probationary periodExcellent Time-Off BenefitsOVERALL PURPOSE OF JOB:This position is responsible for coordination, data management and assistive quality monitoring of the SEI and Parent Education related families and related services. This position shall be responsible for training and education on SEI and PAT related principles for staff of the Family Center, other county and outside service agencies and the medical community (both pre and post-natal). This position shall also be trained in Parents as Teachers Foundation and Model Implementation and any other related PAT and/or Parenting related activity.ESSENTIAL FUNCTIONS:1. Facilitates Plans of Safe Care (POSC)Meetings and make assignment recommendation to administrator for Substance Effected Infants.2. Make all referrals for POSC recommendations following initial (72 hour) meeting.3. All necessary travel needed to meet SEI families/caregivers pre-discharge of birth stay.4. Meet with SEI families /caregivers pre-discharge to inform and plan for POSC meeting(s).5. Facilitate POSC review meetings every 60 days .6. Make determination of curriculum to be utilized to meet family requirements, as designated by the courts, Children and Youth Services, and POSC team recommendations.7. Monitor completing work assignments and meeting regulatory deadlines for SEI/PAT/Parent Education referred children and families.8. Reviews case files, services notes, and monitorings, for accuracy, timeliness and state and funding compliance.9. Assists Home Visitors, Parent Educators, and Paraprofessionals with referral and related activities coordination as recommended by the POSC team which involve other county programs including Mental Health, Drug & Alcohol, Children & Youth, Housing, and/or other applicable programs.10. Assist to provide and secure training and outreach to Medical (Birth hospital staff and caregivers), Pediatric Facilities, Child Service Agency staff, referring agencies and all other related professionals.11. Assist Child and Family Development Administrator to coordinate and delegate caseload assignment (in the event of a staff vacancy.)12. Maintain training requirements as needed to perform family requirement activities work in necessary assistance in the event of emergency, staff vacancy, etc.13. Travels to/from various individual sites for meeting purposes and other locations as necessary for county business.14. Participates in all staff meetings and trainings required by OCDEL and County.15. Interacts with other County programs and outside agencies for needed individual services.16. Actively participate in trainings and outreach/education activities etc.17. Reviews documentation and reports and maintain data compliance in PA Home Visitor and Visit Tracker systems, as needed, to monitor Home Visiting, Parent Education and Paraprofessional activity for SEI/PAT children and families18. Submits necessary reports on a timely basis.19. Utilizes computer, software programs and other office equipment, access online resources and/ or reporting systems as needs to carry out job duties.20. Performs other duties as required by the Administrator.OTHER DUTIES OF JOB:1. Attends staffing, meetings, conferences and other trainings as required.2. Maintains confidentiality in accordance with Federal, State, and County policies and regulations.3. Interacts with other community and state agencies as necessary.4. Performs other tasks as assigned by Child and Family Administrator to ensure that program quality and program requirements are maintained. (ie. Clearance and finalization of reports in Administrator absence)5. Performs related work as required.SUPERVISION RECEIVED:Receives direct supervision from Child & Family Development Administrator in regard to daily work duties.SUPERVISION GIVEN:Assists the Child and Family Development Administrator in supervision and direction to assigned Social Service Aides and Paraprofessionals.WORKING CONDITIONS:1. Works indoors with adequate lighting, ventilation, temperature and workspace.2. Normal indoor exposure to dust/dirt.3. Moderate disruptions due to client phone calls.4. May be subject to stress resulting from client contact.5. Travels occasionally to providers, clients, meetings or other related county business as required.PHYSICAL/MENTAL CONDITIONS:1. Must possess ability to record, convey and present information, explain procedures and follow instructions.2. Must be able to sit, stand, walk and drive during course of the day for various intervals.3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out duties of job.4. Sedentary work with occasional lifting/carrying of objects with maximum weight of ten pounds.5. Must be able to pay close attention to details and concentrate on work.6. Must demonstrate emotional stability.7. Must be able to cope with the physical and mental stress of the position.QUALIFICATIONS:A. EDUCATION/TRAINING/WORK EXPERIENCE1) A bachelor's degree from an accredited college or university in early childhood education, social work, health, psychology or related field.2) A minimum of 5 year of full time experience working with families and young children.3) Preferred 1 year supervisory experience.KNOWLEDGE, SKILLS AND ABILITIES:1. Must be able to speak and understand the English language and to oral and written instructions.2. Must possess knowledge of current social case management principled, techniques and methods.3. Must possess knowledge of current social, economic, and health problems and resources and the recognition of their impact on the growth and development of people.4. Must have ability to prepare required reports in a timely and accurate manner.5. Must possess ability to handle a high volume of work efficiently.6. Must possess basic math skills and ability to accurately prepare required reports and mathematical record keeping.7. Knowledge of the laws, regulations, policies and procedures governing the administration of child welfare and programs.8. Knowledge of the needs assessment process including the methodologies that are applied in collecting. Reviewing. Analyzing and interpreting statistical data.9. Knowledge of the principles and practices of child welfare program planning and development as it relates to the implementation of service provision.10. Knowledge of general legislative procedures and processes.11. Knowledge of the human service delivery system.12. Knowledge of the theory and techniques of personnel management and administration.13. Knowledge of the principles and methods of business or public program administration and supervision as it relates to program development and the overall implementation of policies and procedures.14. Knowledge of budget preparation, general accounting and fiscal management principles and practices.15. Ability to analyze and interpret the impact of proposed legislation.16. Ability to prepare program descriptions and written grant proposals to apply for additional alternative funding.17. Ability to give full attention to what other people are saying, taking time to understand.18. Ability to provide leadership and to establish and maintain effective working relationships with agency staff, public and private agencies, county commissioners, court officials, community groups and organization, federal, state and county officials and the general public.19. Ability to interpret policies/procedures, rules/regulations and legislation and convey to others.20. Ability to understand and apply financial management principles in order to monitor compliance of subcontractors.21. Ability to exercise judgment and discretion departmental, state, federal and local policies and procedures.22. Ability to plan, direct, and supervise the work of professional, technical and clerical staff.23. Ability to speak effectively in public ideas clearly and concisely, orally and in writing.24. Ability to learn, understand and evaluate office systems.25. Ability to interpret development and apply personnel policies, rules, regulations, contracts and other controlling procedures.26. Ability to comprehend, interpret and apply federal and state laws, regulations and policies regarding EEO/ADA.27. Ability to develop, implement and evaluate training programs for staff development.28. Must possess ability to maintain confidentiality in regard to government information and records.29. Must possess the technical knowledge of operating personal computers.30. Must possess a valid Pennsylvania Driver's License and a willingness to travel as needed.31.
