The South Carolina Judicial Branch (SCJB) is seeking an experienced Senior Application Developer to support the ongoing maintenance, enhancement, and operational stability of its current Case Management System (CMS) and the Juror Management System (JMS) built on CA Plex.This role is responsible for ensuring the continuity of mission-critical court operations by maintaining and extending existing functionality, supporting integrations with internal and external systems, and assisting with data quality and performance improvements.The selected candidate will work in parallel with modernization efforts, ensuring the current platform remains secure, reliable, and responsive to evolving business needs until full transition to modern architecture is achieved.Responsibilities:Application Maintenance & SupportMaintain and support the CA Plex-based CMS across multiple environmentsTroubleshoot and resolve production issues, defects, and data anomaliesPerform root cause analysis and implement sustainable fixesProvide on-call or escalation support for critical system issuesFeature Enhancements & Business Logic UpdatesDesign, develop, and implement enhancements within the CA Plex modelModify existing:Business rulesScreens and workflowsBatch processes and reportsEnsure all changes align with judicial policies and statutory requirementsCA Plex Model DevelopmentWork directly within the CA Plex development environment to:Update objects, functions, and relationshipsRegenerate and deploy application componentsMaintain integrity of the model-driven architecture as the system evolvesDatabase & Data Integrity ManagementWrite and optimize SQL Server (T-SQL) queries, stored procedures, and data fixesSupport:Data corrections (e.g., invalid dates, missing relationships)Performance tuning for large datasets (millions of records)Ensure data accuracy across integrated systemsSystem Integration SupportMaintain and support integrations with:Law enforcement (e.g., SLED)DMV eDispositioneCitation systemsPublic Index and eFiling platformsAssist in adapting legacy I/O processes as APIs are introducedReporting & Data SupportSupport reporting needs by:Developing queries and extractsAssisting with data feeds into the Data WarehouseCollaborate with analytics teams to ensure data consistencyCollaboration & Stakeholder SupportWork closely with:Court AdministrationIT leadership and development teamsTranslate business requirements into technical updates within the CMSDocumentation & Knowledge TransferDocument:System changesBusiness rulesTechnical processesAssist in knowledge transfer to internal staff and modernization teamsPreferred/Nice to Have Skills:Experience in judicial, government, or public sector environmentsExperience with:Data warehouse architecture (star/snowflake schema)Power BI backend optimization.NET application data access patternsAlways On Availability GroupsAzure DevOpsFamiliarity with Imperva or similar security appliancesExperience cleaning legacy data structures across multiple counties or jurisdictionsRequired Education and/or Certifications:Bachelor's degree in computer science, Information Systems, or related field (or equivalent experience)15+ years of experience with application development15+ years of experienceCA Plex or similar 4GL/model-driven environments15+ years of experienceSQL Server / T-SQL15+ years of experience debugging and problem-solving skills15+ years of experience with API integrations (Rest, Windows Services, MicroServices, XML, Soap)10+ years of experience maintaining legacy or enterprise systems5+ years of experience in State court case management and jury management systemsPreferred Education and/or Certifications:Generated languages (C++, Java, or .NET from Plex)Batch processing and transactional systemsData warehousing environmentsCase lifecycle (filed ? pending ? disposed)Court performance metrics (backlog, clearance rates)
