Compensation: $60,799.20 - $97,278.71 Job Description: The primary function of this position is to provide planning services including reviewing proposed development permits to ensure compliance with the Land Development Regulations and Comprehensive Plan Policies as well as other applicable community master plans and regulatory documents. Represent the Planning & Environmental Resources department to the public in a professional manner and provide accurate guidance and assistance with planning procedures, policies, and land development regulations. ESSENTIAL JOB FUNCTIONS Acts as a member of the planning team, providing planning services to the community. Explains planning-related policies and regulations with the public and offer customer service to the community and developers by providing information, guidance, and assistance. Reviews proposed development projects, plans, and permits to ensure consistency with Comprehensive Plan and Land Development Regulations, as well as to ensure that quality design and site planning standards have been applied and that community character shall not be negatively impacted and coordinate with other disciplines, including environmental resources, building, and fire. Prepares staff reports, present analysis, and recommend action on development proposals using the County Comprehensive Plan and Land Development Regulations to decision-making bodies at public hearings. Composes final resolutions and development orders for the Planning Director, Planning Commission, and Board of County Commissioners' signature approval. Meets with developers and general public on zoning issues and development potential of specific properties. Serves as a contact for ROGO, NROGO, and Administrative Relief. Explains the processes; verify the application is complete and ready to apply for ROGO/NROGO/Administrative Relief. Reviews applications for Administrative Variances, ROGO Exemptions, Pre-App Conferences, Home Occupation permits, LDRDs, Letters of Understanding, etc. Writes ROGO exemption letters. Writes letter of understanding and letter of development rights determination. Confirms all paperwork is complete; applications, deed restrictions, lot aggregations, and land dedications before issuance of allocations. Accepts and applies fees associated with the application. Formulates professional policy recommendations on proposed zoning & land use map changes. Staffs and facilitates advisory boards, meetings, and public workshops Provides expert testimony and cross-examination at quasi-judicial hearings. Drafts language and guides proposals through public hearings and other administrative processes. Attends community meetings. Prepares plans and plan elements including policies for comprehensive plans, zoning ordinances, redevelopment plans, designs and master plans, and strategic plans. Provides technical assistance to community projects. Collects, analyzes, and updates county baseline statistical data; and provides and updates regional data (including demographics, transportation, and GIS) to communities. Performs other related job duties as assigned. In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate. QUALIFICATIONS Education and Experience: Bachelor’s degree in Urban Planning or related field. 1-year minimum of prior related work experience. GIS and plan review experience are needed to perform planning responsibilities. Special Qualifications: None. Knowledge, Skills, and Abilities: Ability to organize work around broad organizational goals and processes. Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills. Ability to follow basic guidelines for operational activities. Ability to make decisions that govern the activities and behaviors of staff members. Ability to work with more than ten coworkers who mostly engage in the same activities. PHYSICAL DEMANDS The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Standing: Particularly for sustained periods of time. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
