Page 1555 Bay Road, Dover, DE 19901General DescriptionThe purpose of this position is to assist with the implementation of theCDBG Housingrehabilitation program and other community development projects.This position works under general supervision, independently developingwork methods andsequences.Duties and ResponsibilitiesThe functions listed below are those that represent the majority of thetime spent working in thisPosition. Management May Assign Additional Functions As Necessary. Prepares applications for assistance for qualifying Kent Countyresidents. Research mortgages, liens, property ownership, etc. Assists with monitoring all construction, repairs or alterations doneon the dwelling bycontractors. Researches target areas for eligible clients. Organizes bid packages, holds pre-bid meetings, and checks contractorreferences. Research if properties approved for grants are clear of liens. Assists in performing initial housing inspection. Compiles a report of all investigations including a statement ofspecific work to be included inproject. Performs related work as required.Minimum Education And Experience RequirementsRequires High School graduation or GED equivalent supplemented by one year ofresidential construction and remodeling experience or an equivalentcombination of education,training and experience.Additional RequirementsGood knowledge of home remodeling practices; good knowledge of state andlocal building,electrical, mechanical and plumbing codes and regulations; goodknowledge of the variousprograms provided by the department; ability to deal with contractorsand low and moderateincome persons; ability to write clear and concise work specifications;ability to conduct researchand write reports; mature judgment; ability to establish and maintaineffective workingrelationship with coworkers, supervisor, officials, agencies, and thepublic; working knowledge ofpersonal computers and pertinent applications; regular and timelyattendance; performance ofduties in a safe manner.Must pass testing for substance abuse and criminal backgroundinvestigation. Must maintain apositive work environment by acting and communicating in a manner thatpromotes harmoniousrelations with customers, co-workers, and supervisors.
