Business Operations Execution Lead
The Business Operations Execution Lead is responsible for integrating cost, schedule, performance, and proposal activities across the R-EGI program. This role synchronizes inputs across the R-EGI program to maintain an authoritative operational picture for program leadership.
The position serves as the central operational integrator and proposal coordinator, enabling disciplined execution and high-quality proposal responses in support of the Program Manager and Deputy PM.
Primary Responsibilities
1. Execution Integration Across IPTs
Consolidate Execution Lead updates—technical progress, labor forecasts, risks, dependencies, and milestones—into a unified R-EGI execution view.
Coordinate with the Scheduling Team to ensure all IPT activity aligns to Tier-0, Tier-1, and Tier-2 schedules, including PRU/FEU builds, software releases, integration events, and test timelines.
Identify emerging variances early and provide mitigation or recovery recommendations.
Maintain consistent execution discipline across technical, functional, and subcontractor teams.
2. Business Ops Cadence & Reporting
Lead the weekly R-EGI Execution Lead Review and ensure all cross-functional inputs are captured for PM syncs.
Produce accurate dashboards, status summaries, and government-facing execution products.
Maintain forward execution outlooks integrating cost, labor, material readiness, subcontractor performance, and schedule drivers.
Ensure all execution data is authoritative, consistent, and decision-ready.
3. Proposal Management & Proposal Execution Leadership
Serve as the central coordinator for proposal activity, including contract mods, CLIN expansions, BOEs, ROMs, etc.
Develop proposal schedules, assign section owners, and establish review cycles.
Coordinate proposal inputs
Ensure narrative consistency across technical, management, and cost volumes.
Maintain traceability across requirements, BOEs, schedules, and pricing assumptions.
Drive proposal readiness reviews and ensure high-quality final submission.
4. Risk, Issue, and Dependency Management
Maintain the R-EGI risk, issue, and dependency register with clear owners, triggers, mitigation paths, and timelines.
Facilitate cross-IPT risk reviews and ensure active mitigation progress.
Provide clear impact framing for leadership, including schedule, cost, performance, and integration consequences.
Track external dependencies across GD-MS, Collins, Kearfott, platform teams, and government test resources.
5. Cross-Functional Coordination
Act as the operational hub linking all major R-EGI functional groups:
Ensuring synchronized understanding of technical development, integration/test needs, subcontractor timelines, and material readiness.
Aligning cross-IPT data to prevent schedule, readiness, or proposal gaps.
Translating engineering and execution requirements into actionable plans.
6. Cost & Labor Forecasting Integration
Consolidate labor forecasts from Execution Leads for EAC updates and spend planning.
Track burn rate, underrun/overrun indicators, and CLIN/WBS execution pacing.
Recommend staffing adjustments or prioritization shifts based on execution realities.
Ensure proposal pricing assumptions align with execution performance and schedule drivers.
7. Contractual Awareness & Execution Alignment
Maintain awareness of R-EGI contractual structure, PoP timing, deliverables, and reporting requirements.
Ensure execution and proposal activities remain aligned with contract scope and PMO direction.
Support audit readiness, contract data calls, and preparation for government reviews.
8. Leadership Support & Decision Enablement
Provide leadership with decision-ready assessments and clear options—not raw or unstructured data.
Surface early warning indicators related to schedule, subcontractor performance, integration readiness, material constraints, or proposal timelines.
Prepare briefing materials for PMO syncs, ML discussions, integration/test reviews, and executive-level updates.
Required Qualifications
Minimum 10 years of experience in program control, business operations, or program execution for complex technical programs.
Hands-on experience with Earned Value or EV-like environments, including:
Understanding CPI/SPI, BAC/EAC/ETC, and variance drivers
Using schedule and cost data to assess performance and forecast outcomes
Operating within an IMS-driven execution environment
Strong scheduling experience, including:
Developing, updating, or maintaining schedules in MS Project, SSI, or equivalent
Working directly with a Scheduling Team to integrate IPT/Execution Lead schedules
Performing basic critical path and “what-if” schedule analysis
Demonstrated ability to integrate cost, schedule, risk, and technical data into coherent status products and leadership summaries.
Experience supporting DoD acquisition programs, preferably avionics, navigation, embedded systems.
High proficiency with Excel/Sheets (advanced formulas, pivots, basic charts) and collaboration tools (Teams, SharePoint, Confluence).
Experience with Costpoint and Cobra
Excellent communication skills with an ability to influence cross-functional alignment.
Preferred Qualifications
Experience operating within a formal EVMS or structured EV-like environment (IPMR/IPMDAR, CPRs, or internal equivalents).
Experience building or maintaining integrated schedules spanning engineering, integration/test, subcontractors, and material readiness.
Experience supporting proposal development, including BOEs, narratives, assumptions, and color-team reviews.
Experience with R-EGI, EGI, INS/GPS, PNT, or embedded avionics hardware programs.
Familiarity with major defense subcontractors (GD-MS, Collins, Kearfott) and their reporting cadences.
Experience generating Tier-0/Tier-1 schedule framing and senior-level government execution products.
Experience with Deltek Costpoint and Cobra.
