RESILIENCY GRANTS SPECIALIST

Resiliency Grants SpecialistNew York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The Resiliency and Recovery Division, part of the Planning & Resiliency Bureau, focuses on bridging long-term strategies to reduce NYC's risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The Resiliency Implementation unit coordinates with City partners to increase the resiliency of City neighborhoods, facilities, and infrastructure through targeted development, funding, coordination, and operations of projects that reduce risk and mitigate damage of natural hazards to NYC. NYC Emergency Management seeks a candidate responsible for supporting and coordinating efforts to reduce risk of climate change and extreme weather hazards, and increase resiliency of NYC communities, infrastructure, and facilities. This includes supporting coordination of scoping projects for the City's applications for resiliency funds, such as FEMA's Hazard Mitigation Grant Program (HMGP) and Building Resilient Infrastructure and Community (BRIC) grants, and other grant programs as applicable; supporting implementation of the City's resiliency grant awards and coordinating with implementing agencies on meeting federal grant and other requirements throughout the project lifecycle. Responsibilities may include but are not limited to: Support development of hazard mitigation tools and projects that inform risk, exposure, and resiliency investment opportunities Ensure select mitigation projects are implemented in compliance with FEMA mitigation funding, or other resiliency funding Facilitate and support coordination of scope development and grant applications for FEMA's Building Resilient Infrastructure in Communities (BRIC) program, or other grant programs, with City partners Work with agencies to provide guidance, assistance, project management support, and cross-agency engagement to ensure the success of innovative, complex projects tied to unique rules Develop presentations, guidance documents, and other resources for resiliency funding and implementation technical assistance efforts Provide information about resiliency projects and support the enhancement of the City's Hazard Mitigation Plan and associated risk tools, including the Community Risk Assessment dashboard, Urban Risk Index, and Hazard History and Consequence tool Organize meetings, develop agendas, manage project status tracking, review progress reports, and track action items for hazard mitigation & resiliency projects Develop scopes of work and other tasks to support vendor contract development Work in fast-paced environment that requires multi-tasking and meeting various deadlines Provide inter-agency coordination to project teams to ensure resiliency projects are meeting funding milestones Perform other duties as assigned by Resiliency Implementation Director, Resiliency Grants Program Manager, and Resiliency and Recovery leadership PLEASE NOTE THE FOLLOWING: The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between. Funding This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension. Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas. The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances. For this position, the "Special Note" below in the Minimum Qualification Requirements does not apply.
