Design & Permitting/Entitlements Manager

About the Role:We are a real estate development firm looking for a Civil Engineer to transition into an Owner’s Representative role. Your primary role will not be drafting plans; you will be managing the teams that do.Your primary mission is to take raw land and drive it to "shovel-ready" status. You will serve as the central hub between our internal acquisition team, external design consultants, and municipal authorities. You will be responsible for procuring the design team, coordinating their drawings, auditing their technical quality, and securing all necessary permits to build.Key Responsibilities:A. Consultant Procurement a. Vetting: Assist with qualifying external firms based on their capacity, experience, and specific relationships with local municipalities. b. RFP Management: Draft detailed Requests for Proposals for Civil, Architectural, MEP, Structural, and Landscape consultants. Clearly defining Scopes of Work to minimize future change orders. c. Bid Leveling: Analyze and compare consultant bids side-by-side to ensure "apples-to-apples" pricing and scope coverage. d. Contract Negotiation: Assist with finalizing Professional Services Agreements and manage consultant budgets.B. Design Coordination & Review a. Inter-disciplinary Compatibility: Ensure the various consultants’ drawings are coordinated (eg, Architect’s floor plan fits the Structural Engineer’s column grid). b. Quality Review: i. Review drawing sets for operational functionality (eg, ensuring that site circulation, traffic flow, pedestrian access, and service areas are practical, logical, and user-friendly for future tenants). ii. Review drawing sets for compliance with city requirements. This requires the ability to interpret zoning ordinances. c. Value Engineering: Review drawing sets to identify "gold-plated" designs and propose cost-saving alternatives without sacrificing quality.C. Entitlement & Permitting a. City Negotiations: Act as the developer liaison with the city. Attend city meetings where necessary. b. Submission Preparation & Management: Prepare and package the coordinated drawings from all consultants and submit them to the city. c. Comment Response: Filter city comments to the right consultant and holding them accountable for quick turnaround times.Other Responsibilities:A. Drafting a. Autocad: Create, modify, and review preliminary site layouts, floorplans and technical exhibits in AutoCAD.
