Summary/Objective: To maintain the HRCAP financial accounting system and provide guidance on matters pertaining to financial reporting, procurement, financial reviews, analyses, internal audits and inventories. To plan and administrate all phases of personnel services including recruiting, employment, termination, records keeping, and benefits administration.
Duties Include:
Develops and implements internal procedures and policies. Provides efficient finance, accounting, and payroll services.
Develops, executes, evaluates and revises the programs' operating budgets.
Develops and maintains a computer system for effective efficient and economical payroll operations.
Coordinates with City Manager, city Treasurer, City Finance Officer and City Procurement Officer on all pertinent matters in the finance field.
Maintains relationships with banking facilities regarding deposits, checking accounts, letters of credit and statements.
Provides advice and guidance in the resolution of questions and problems arising during program implementation and program execution.
Attends meetings and conferences relative to the finance function. Insures effective internal controls are maintained to protect all funds.
Designs and organizes the recruitment, selection and training activities for the Agency’s employment and training programs.
Writes and/or updates the Personnel Policies and Procedures Manual.
Implements and maintains the employee evaluation program. Advertises vacant positions through available media.
Supervises the interview process for all applicants. Makes appropriate referrals and recommendations.
Responsible for maintenance of all personnel files. Conducts salary and wage comparability studies.
Contracts with external auditors to accomplish a comprehensive audit annually. Codes bills to be paid.
Accomplishes any task required to assist in the mission of the finance and personnel.
Requirements
Bachelor’s degree in accounting or related field, master's degree preferred. CPA license required with 4 or more years of accounting or finance experience. At least two years of supervisory experience in financial management required.
