This role ensures mariner compliance with regulatory and company requirements, oversees payroll and travel logistics, supports recruitment and scheduling activities, and serves as a key liaison between mariners, unions, and internal stakeholders. The position plays a critical role in maintaining operational efficiency, regulatory compliance, and mariner welfare.Key ResponsibilitiesPersonnel Administration & ComplianceManage R&A processes and associated documentationAdminister sickness records and related communicationsEnsure mariner compliance with U.S. Coast Guard (USCG) credentialing, endorsements, certifications, and application requirementsCreate drug testing and cargo letters required for license renewalsServe as backup SASH contactRespond to legal, regulatory, and compliance data requestsPayroll & Benefits AdministrationOversee U.S. Fleet payroll processing in WorkdayInput U.S. Fleet payroll data (Pre-Time Administration)Administer bi-weekly payroll and reimbursements for marinersImplement annual salary administration in accordance with applicable CBAsProcess GO-440 educational reimbursement requestsCrew Scheduling & Operations SupportSchedule U.S. mariners and manage assignments to ensure SIRE COI complianceCoordinate U.S. and rotational travel logistics for marinersFacilitate daily VMT communications related to crew changes, travel, and operational issuesCoordinate U.S. cadet schedulingRecruitment & StaffingManage the full recruitment lifecycle, including job postings, interviewing, union solicitation, and hiring coordinationSchedule and coordinate medical appointments (new hire, annual, and return-to-work)Financial & Systems ManagementManage U.S. Fleet personnel costs and budget controlCoordinate with NMM COMPASOversee administration and ongoing management of the COMPAS systemStakeholder & Union EngagementAct as a primary point of contact for unions on personnel-related mattersCollaborate with Learning and Fleet Operations teams on strategic workforce and development initiativesRequired QualificationsExperience with personnel administration, fleet operations, or a related maritime personnel roleWorking knowledge of collective bargaining agreements (CBAs) and union-represented environmentsExperience managing crew scheduling and rotational workforce modelsFamiliarity with USCG credentialing, mariner licensing, and compliance requirementsExperience coordinating domestic and rotational travel logisticsStrong understanding of HR compliance, data privacy, and recordkeeping requirementsProficiency with HR systems and workforce management tools (e.g., COMPAS or similar systems)Strong organizational skills with the ability to manage multiple priorities in a fast-paced operational environmentExcellent written and verbal communication skillsPreferred QualificationsMaritime industry experience supporting licensed marinersExperience working directly with maritime unionsBudget management or cost control experience in a fleet or operations environmentRelocation Options:Relocation may be considered.Special ConsiderationsThis role is not eligible for expatriate assignment.
