H&H/Permitting Manager
Essential Job Functions:Work Group Leader on H&H and Permitting Tasks across all offices.Responsible charge for development/preparation and review of existing, temporary, and proposed hydraulic models and analyses.Responsible charge for development/preparation and review of H&H reports, including technical writing and exhibits. Sign and seal final deliverables.Responsible charge for development/assembly and review of required project permits including, but not limited to EXX-9999 Maintenance, GPs, JPAs, and NPDES permits. Sign and seal final deliverables.Review calculations, drawings, and figures for quality, completeness, and accuracy.Participate in visits to project sites, project status meetings, and public meetings.Develop technical skills and project knowledge of coworkers. Lead training initiatives for staff.Assist in development or review of proposals, scopes-of-work, and staffing resource estimates. Remain current with new design technology, including computer software and other online resources.Monitor performance of projects, including quality, schedule, and budget.Perform other duties as assigned.Knowledge, Skills, and Abilities:Knowledge of structure and highway project development processes for scoping, preliminary engineering, and final design.Knowledge of PennDOT, PA Turnpike Commission, reviewing agency (Pennsylvania Department of Environmental Protection, US Army Corps of Engineers, Conservation District, etc.), and other clients' design manuals, procedures, specifications, standards, programs, applicable design codes, engineering software, and presentation format.Knowledge of FEMA and Act 167 Stormwater Management PlansKnowledge of Hydrologic Methods/Models including, but not limited to WMS, HEC-1/HEC-HMS, and TR-55Knowledge of Hydraulic Methods/Models including, but not limited to HEC-RAS, HEC-2, and HY-8. Ability to develop 2D H&H Models in SRH-2D / SMS desirable.Knowledge of KEES (Keystone Environmental ePermitting System), On-Base, or other systems for permit submissionsAbility to develop staff resource estimates.Ability to lead and mentor staff.Ability to write technical reports, specifications, and proposals.Ability to communicate with coworkers, clients, and the public in a courteous and professional manner.Ability to use computer software and other online resources.Education and Experience Required:BS degree in civil engineering or equivalent major.PE license.Minimum eight (8) years of experience of progressively responsible work on transportation projects with permit and H&H requirements.Attain training prerequisites according to schedules.Relationship to Others:Reports to Department Managers - Structures.Coordinates work with Highway Department.Receives assignments and direction from Department Managers - Structures and Project Managers.Assigns duties, provides assistance, reviews models and calculations, and supervises work of engineers.Coordinates work with clients and subconsultants.
