Engineer- Programming & Design/ Portfolio Optimization

Position Overview OAS is seeking three (3) experienced Engineers to support the Portfolio Optimization Section at Luke Air Force Base. These positions support installation planning, programming, project development, acquisition planning, and engineering design activities associated with military construction, facility sustainment, infrastructure modernization, and utility improvement projects. The selected candidates will manage facility and utility projects from concept development through programming and design, support installation development planning efforts, prepare engineering analyses and cost estimates, and provide technical recommendations that support informed government decision-making. This role requires strong experience in facility planning, engineering analyses, project programming, cost estimating, and stakeholder engagement across a complex military installation environment. Key Responsibilities Project ProgrammingDevelopment Manage assigned projects throughout the planning, programming, and design lifecycle. Evaluate customer requirements and develop them into fully programmed projects for Air Force approval. Conduct project scoping activities and facilitate planning charrettes with stakeholders. Develop project documentation, including: DD Form 1391 AF Form 813 Programming packages Executive briefings and supporting documentation Perform facility and utility subsystem assessments using established Air Force scoring criteria. Develop Rough Order of Magnitude (ROM) cost estimates utilizing the Parametric Cost Engineering System (PACES). Prepare planning charrette reports, economic analyses, and preliminary engineering calculations. Coordinate with engineering subject matter experts across multiple disciplines to support project development. Engineering Design Support Translate approved projects into Architect-Engineer (A-E) Statements of Work. Support project managers through design development and review activities. Develop detailed line-item cost estimates using: PACES RSMeans Construction Specifications Institute (CSI) divisions Review design documentation and provide engineering recommendations throughout project execution. Installation PlanningPortfolio Optimization Analyze facility utilization and evaluate current and future space requirements. Support implementation and maintenance of the Luke AFB Installation Development Plan (IDP). Develop recommendations that optimize installation infrastructure and real property utilization. Assist with: Area Development Plans Community planning initiatives Site development strategies Space utilization studies Develop documentation supporting facility assignments, relocations, and future development requirements. Tailor Unified Facilities Guide Specifications (UFGS) for local installation requirements. Support installation energy program reporting and data analysis activities. General Engineering Support Facilitate project meetings and stakeholder working groups. Develop meeting agendas, document action items, prepare minutes, and track follow-up actions. Prepare Weekly Activity Reports (WARs) summarizing: Accomplishments Ongoing activities Risks and mitigation strategies Planned work efforts Project status updates Develop engineering studies, technical evaluations, and cost analyses for complex facility and utility projects. Participate in design reviews and project status briefings. Review engineering submittals and provide technical compliance recommendations. Review design plans, specifications, and cost estimates for compliance with: Unified Facilities Criteria (UFC) Building codes Air Force standards Applicable engineering criteria Conduct Building Life Cycle Cost (BLCC) and energy payback analyses. Develop conceptual designs, technical specifications, statements of work, schedules, and design support documents. Support asset management and sustainment planning activities for installation infrastructure systems. AcquisitionProgram Support Support acquisition planning and procurement management efforts. Develop acquisition documentation, including: Statements of Work (SOW) Performance Work Statements (PWS) Statements of Objectives (SOO) Market Research Reports Determinations and Findings Conduct vendor analysis and acquisition support activities. Prepare Independent Government Cost Estimates (IGCEs) and lifecycle cost analyses. Develop cost-estimating metrics and performance tracking tools. Support reporting and data management activities within the NEXGEN IT system. Monitor acquisition milestones and procurement schedules. Required Qualifications Bachelor's degree in Civil, Structural, Mechanical, or Electrical Engineering from an accredited college or university. OR Combination of education and specialized experience totaling at least eight (8) years supporting facility planning, programming, engineering design, project development, or cost estimating. Demonstrated experience supporting facility, infrastructure, or utility projects throughout planning and design phases. Experience preparing cost estimates using: PACES RSMeans CSI Division-based estimating methodologies Proficiency with Microsoft Office Suite: Word Excel PowerPoint Outlook Strong written and verbal communication skills. Ability to work independently with minimal supervision. Ability to obtain and maintain: T1 (NACI) background investigation Government Common Access Card (CAC) Professional Engineer (PE) licensure is not required. Preferred Qualifications Experience supporting U.S. Air Force Civil Engineering organizations. Knowledge of military installation planning and programming processes. Experience developing: DD Form 1391 AF Form 813 Programming documentation Project charrettes PCR Level II packages Familiarity with: Unified Facilities Criteria (UFC) Unified Facilities Guide Specifications (UFGS) AFMAN 32-1084 Comprehensive Planning Platform (CPP) Experience with: NEXGEN IT Independent Government Cost Estimates (IGCE) Building Life Cycle Cost (BLCC) analyses Experience supporting Department of Defense facilities, infrastructure, or military construction programs. Location: Onsite at Luke AFB, Glendale, AZ (applicant must reside within the daily commuting distance of Luke AFB at the time of hire) Employment Type: Full-Time Salary Range: $103,000 - $134,000 Clearance Requirement: Ability to obtain and maintain a Public Trust clearance.
