It is about connecting compassionate, qualified, and mission-aligned individuals with meaningful work that supports individuals, families, and communities.The Human Resources Recruiter / Talent Acquisition Specialist will manage the full recruitment life cycle for clinical, direct care, administrative, internship, fee-for-service, salaried, and leadership roles. This position will partner closely with hiring managers, supervisors, program leaders, and HR to support workforce needs, improve the candidate experience, build strong talent pipelines, and help ensure timely hiring across RVCC programs.Essential Duties and Responsibilities:The Human Resources Recruiter / Talent Acquisition Specialist will: Manage the full recruitment life cycle, including job postings, sourcing, resume review, phone screening, interview coordination, candidate communication, offer support, and pre-employment follow-up. Partner with hiring managers and program leadership to understand staffing needs, role requirements, schedules, productivity expectations, funding considerations, and program-specific needs. Support recruitment for a variety of positions, including clinicians, therapeutic mentors, training and support staff, administrative roles, interns, fee-for-service staff, salaried staff, and leadership positions. Develop and maintain candidate pipelines for high-need and hard-to-fill roles, including behavioral health, community-based services, bilingual positions, and licensed clinical positions. Use creative sourcing strategies, including job boards, social media, professional networks, community partnerships, schools, colleges, internship programs, employee referrals, and career fairs. Draft, update, and maintain job postings that are accurate, inclusive, engaging, and reflective of RVCC’s mission, culture, and employment opportunities. Conduct phone screens and initial candidate assessments to evaluate qualifications, experience, schedule availability, salary expectations, licensure status, bilingual skills, and alignment with program needs. Provide timely and professional communication to candidates throughout the recruitment process to ensure a positive candidate experience. Serve as a recruitment partner to hiring managers by providing updates on candidate flow, market challenges, interview status, and next steps. Conduct intake meetings with hiring managers to review needs, expectations, timelines, and recruitment strategy for open positions. Support hiring managers with interview preparation, interview questions, candidate evaluation, and timely hiring decisions. Coordinate pre-employment steps, including background authorization, reference checks, education verification, licensure verification, required documentation, and candidate communication. Maintain accurate recruitment records in ADP and internal tracking systems, including candidate status, requisition updates, interview notes, offer status, and onboarding progress. Track and report recruitment data, including open positions, time-to-fill, candidate sources, interview status, offer acceptance, declined offers, and hiring trends. Represent RVCC at job fairs, school events, community events, and recruitment-related networking opportunities. Build relationships with colleges, universities, internship programs, workforce development organizations, community partners, and professional associations. Support internship-to-employment pathways and early-career recruitment opportunities. Assist with gathering feedback from candidates, new hires, and hiring managers to improve the recruitment and onboarding experience. Assist with HR projects related to employee engagement, recruitment process improvement, compliance, and workforce development. Maintain reliable attendance and punctuality.Qualifications:Education: Bachelor’s degree in human resources, Business Administration, Psychology, Social Work, Communications, or a related field preferred. Equivalent experience may be considered.Experience: Minimum of 2–4 years of experience in recruitment, talent acquisition, human resources, workforce development, or a related field preferred. Experience in behavioral health, healthcare, nonprofit, human services, or community-based recruitment is strongly preferred.Licenses/Certifications: No license required. SHRM, HRCI, AIRS, or other recruitment-related certification preferred but not required.Skills and Abilities:The ideal candidate will have: Strong understanding of full-cycle recruitment practices. Ability to recruit for clinical, direct care, administrative, internship, and leadership roles. Excellent verbal and written communication skills. Strong interpersonal skills and the ability to build relationships with candidates, hiring managers, and community partners. Ability to manage multiple open positions and competing priorities. Strong attention to detail and follow-through. Ability to work in a fast-paced, deadline-driven environment. Knowledge of employment laws, equal employment opportunity practices, and confidentiality standards. Comfort using applicant tracking systems, HRIS platforms, Microsoft Office, Excel, Outlook, and virtual meeting platforms. Ability to maintain professionalism when working with sensitive employee, candidate, and organizational information. Commitment to diversity, equity, inclusion, and culturally responsive recruitment practices. Understanding of nonprofit, behavioral health, or human services workforce challenges preferred. Bilingual English/Spanish strongly preferred.Working ConditionsThis position may require travel between RVCC sites, attendance at job fairs or community events, and interaction with clinical, administrative, program, and support staff. The position requires frequent sitting, computer use, phone use, and handling confidential information. The employee may occasionally lift and carry up to 10 pounds unassisted.
