Portfolio & Program Governance ManagerIrving, TXSalary: $100,000 – $140,000Full-Time Only🇺🇸 citizen or Green Card Holders OnlyOverviewWe are seeking an experienced Portfolio & Program Governance Manager to lead large-scale cloud transformation and infrastructure initiatives within a highly regulated financial services environment. This role will support enterprise-wide shared services initiatives across multiple banking business units, with a strong focus on governance, cloud migration, landing zone strategy, infrastructure modernization, and stakeholder management.The ideal candidate will have recent financial services experience, strong program governance expertise, and hands-on experience managing enterprise cloud transformation programs involving GCP and AWS environments.Required Experience6–8+ years of experience in Program, Portfolio, or Project GovernanceBachelor’s Degree in Computer Science or related fieldRecent experience within Banking or Financial Services environmentsExperience managing enterprise programs with budgets of $5M+Experience leading cross-functional teams of 20–25+ resourcesStrong experience interacting with C-Level and Director-Level stakeholdersMust Have SkillsPortfolio and Program GovernanceCloud Transformation / Cloud Migration ProgramsGCP Cloud (Primary) and AWS Cloud (Secondary)Infrastructure, Network, Security, and Cloud Security experienceGovernance, Policy Creation, and Operational Risk ManagementAgile, Scrum, Kanban, and DevOps methodologiesEnterprise PMO governance and roadmap planningStakeholder management and executive communicationDemand management, prioritization, and intake governanceExperience driving Landing Zone or enterprise cloud foundation initiativesResponsibilitiesLead enterprise portfolio, program, and project governance initiatives across complex cloud and infrastructure programsDrive large-scale cloud transformation initiatives including landing zone implementation and cloud adoption strategiesManage intake, prioritization, demand planning, and alignment with strategic business objectivesProvide governance oversight across engineering, infrastructure, network, and security teamsDevelop program roadmaps, governance frameworks, delivery metrics, and operational modelsEnsure delivery excellence through Agile and DevOps best practicesIdentify and mitigate operational, delivery, compliance, and technology risksPartner with senior leadership and business stakeholders across multiple banking unitsFacilitate governance forums, executive reporting, steering committees, and status reviewsDrive process optimization, transparency, and continuous improvement initiativesSupport engineering productivity through Agile execution including standups, retrospectives, backlog grooming, and Kanban workflowsPreferred QualificationsExperience with enterprise cloud landing zone programsExperience within shared services or enterprise infrastructure organizationsStrong understanding of cloud governance and security frameworksSAFe Agile or PMP certifications preferred
