Reporting to Trade Compliance, this role serves as the on-site FTZ subject matter expert and is responsible for ensuring full compliance with U.S. Customs & Border Protection (CBP) regulations while maintaining strong inventory controls and audit readiness.The primary focus of this role is FTZ management. Limited support to broader non-FTZ global trade compliance initiatives may be required as business needs and capacity allow.Primary ResponsibilitiesFTZ Administration & ComplianceServe as the FTZ Manager for our Tucson FTZEnsure compliance with 19 CFR Part 146 and all CBP FTZ regulationsOversee and validate:Admissions (CF 214)Inbond receipts and closuresWeekly entry filings (CF 3461 / 7501)Zone-to-zone transfersExports and domestic status changesMaintain and monitor Inventory Control & Recordkeeping System (ICRS)Ensure proper zone status designations (privileged foreign, non-privileged foreign, domestic)FTZ Inventory Integrity & Audit ReadinessReconcile FTZ inventory to ERP system (SAP preferred) and CBP reportingConduct internal audits and cycle count validationsInvestigate and resolve inventory discrepanciesMaintain audit-ready documentation and reportingSupport CBP FTZ audits, compliance reviews, and site visitsFTZ Operational PartnershipPartner closely with Distribution Center leadership to reinforce zone controlsTrain site personnel on FTZ procedures and compliance requirementsMaintain and update FTZ SOPs and process documentationIdentify process improvements to strengthen controls and reduce compliance riskSupport additional Trade Compliance initiativesBroader non-FTZ Trade Compliance Initiatives Support US Senior Manager where required, including:Daily US import/export operationsBroker managementHTS classification and Country of Origin determinationOther internal compliance reviewsSupport Mexico Senior Manager where required, including:Daily cross-border US/Mexico import/export operationsSite compliance reviews of Tucson DC inbound materials and outbound finished products to and from Mexico plantsUSMCA complianceTucson DC and general cross-border US/Mexico CTPAT complianceQualificationsBachelor’s degree in Supply Chain, International Business, Finance, or related field3+ years of direct FTZ experience5+ years of general trade compliance experienceStrong FTZ knowledge of:19 CFR 146Weekly entry proceduresICRS requirementsFamiliarity with ERP systems (SAP preferred)Strong proficiency in Product HTS classificationStrong knowledge of Country of Origin determination and CBP valuationStrong familiarity with general US import and export regulationsStrong analytical and reconciliation skillsAbility to work independently in a site-based compliance leadership roleApplicants can expect a base compensation range of $100,000 - $120,000 annually, plus benefits and additional incentives based on the level of the role. This is the reasonable estimate that Belden believes it might pay for this job based on applicable circumstances at the time of posting.
