Description DSHS ESA ORIA Program Manager-Housing The Department of Social and Health Services (DSHS) and the Community Services Division (CSD) are seeking a Program Manager to join our team within the CSD Office of Refugee and Immigrant Assistance (ORIA). ORIA is responsible for administering and managing a variety of federal and state-funded programs which include refugee cash/medical assistance (RCA/RMA), housing stabilization, comprehensive case management, self-sufficiency education, immigration assistance, refugee medical services, refugee mental health services, community outreach and education, employment and training services, English language training programs, Unaccompanied Refugee Minor (URM) foster care, youth educational activities, services for older refugees, and naturalization services. ORIA contracts with over 100 community partners to provide the services, including refugee resettlement agencies, community-based organizations, state agencies, colleges, and others. In this role, you will be directly responsible for managing the Housing Stabilization Services program which is a statewide housing initiative which provides direct housing services to eligible refugees and immigrants as they adjust to life in their new communities. This position is accountable for the administration, development, and oversight of programs that support individuals and families in finding and maintaining short-term and long-term housing. This position formulates policies, engages providers, and develops procurements and contracts for the delivery of services to ensure that eligible refugee and immigrant community members in Washington have safe, healthy and affordable housing. The ORIA Program Manager also assesses the delivery of services to identify gaps in existing services that need to be addressed for program improvement and development. This position will be responsible for facilitating externally focused work groups, including the Washington Refugee Housing Task Force. Some of what you'll be doing: Provide general program oversight to include collecting data and developing outcomes for reporting to the Office of Refugee and Resettlement (ORR) and the Washington state legislature. Develop and administer client service contracts with service providers statewide. Ensure services are consistent with federal and state regulations. Provide bill analysis during legislative sessions. Facilitate provider training and respond to technical resource needs. Develop outcome goals and assess program data to determine funding allocations. Asses the delivery of services to identify gaps in existing services that need to be addressed for program enhancement and development. Develop and manage service delivery models for ORIA’s housing services for individuals and families. Plan and facilitate monthly program provider meetings. Oversee the convening of state-wide housing work groups made up of service providers, and other resource agencies to identify housing service gaps for refugees and recommend program redesign for services. Prepare program budget for leadership review. Review and approve contractor invoices for payment. Review monthly and/or quarterly caseload levels and statewide service providers’ outcomes to ensure adherence to policies and achievement of program goals and objectives. Examine service delivery and suggest areas for program improvement and expansion. Preferred/desired education, experience and competencies Knowledge of: State and Federal policies and regulations related to social service, financial, and health programs Principles and practices of program planning and evaluation; current social and economic problems related to clientele. Knowledge of statewide housing resources and program models Principles of community organization and public administration; program consultation, development, contract development, monitoring, and negotiations. Knowledge of refugee and immigrant community, social, health, and employment needs. Lived experience working in and/or with diverse communities is strongly preferred. Excellent written and oral communication skills. Must be able to effectively communicate with management, peers, clients, and the public as required to carry out the assigned duties of the position. Knowledge of Washington state general contracting practices, laws, regulations, and policies. Who should apply? Professionals with a Bachelor's degree from an accredited university in public administration, social services, sociology, psychology, education or a closely related field AND At least three years of experience working with or administering programs and services for refugees and immigrants. AND At least three years of experience working with housing and rental assistance programs. Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.
