Federal Proposal Manager

Job Overview: We are seeking a highly motivated and experienced Federal Proposal Manager to join our Federal Procurement team. This role will be responsible for leading and managing the entire lifecycle of federal proposals, while supporting capture management efforts to secure new business. The ideal candidate will have a strong understanding of the federal procurement process, proven experience in writing compelling proposals, and expertise in capture management strategies to increase win rates. Key Responsibilities: Proposal Writing: Lead and manage the development of federal proposals, ensuring compliance with RFP/RFI requirements and delivering compelling, clear, and compliant submissions. Collaborate with technical teams, subject matter experts, and business development staff to gather content, develop win themes, and ensure solutions align with client needs. Develop proposal outlines, compliance matrices, and writing plans, ensuring deadlines are met and quality standards are maintained. Write, edit, and format sections of proposals, including executive summaries, past performance, management plans, technical approaches, and resumes. Manage the proposal development process ensuring timely submission and high-quality output. Capture Management: Identify and evaluate potential business opportunities within the federal market, using tools like SAM.gov, GovTribe, and other federal contracting databases. Develop and execute capture plans to pursue targeted opportunities. Conduct competitive analysis, identify strengths and weaknesses, and develop strategies to improve win probability. Coordinate and lead capture meetings and status updates with internal stakeholders to ensure alignment with business objectives. Qualifications: Education: Bachelor’s degree in Business, Marketing, Communications, English, or a related field. Knowledge: In-depth understanding of the federal procurement process, including FAR/DFARS regulations, federal contract vehicles, and government acquisition strategies. Skills: Excellent writing, editing, and proofreading skills, with the ability to convey complex information clearly and persuasively. Strong project management skills, with experience managing multiple concurrent proposals and tight deadlines. Proven ability to develop and execute capture strategies and manage relationships with government agencies and industry partners. Proficiency with proposal development tools and platforms (e.g., MS Office, Adobe Acrobat, SharePoint, proposal management software). Key Competencies: Attention to Detail: Demonstrates a high level of accuracy and thoroughness in managing proposal details and ensuring compliance with RFP requirements. Collaboration: Works effectively with cross-functional teams and external partners to achieve proposal and capture management objectives. Time Management: Excels at managing multiple projects and meeting deadlines in a fast-paced, high-pressure environment. Problem Solving: Identifies potential challenges in the proposal and capture process and develops proactive solutions. Strategic Thinking: Understands the broader business objectives and integrates strategic insights into capture plans and proposal content. Preferred Qualifications: APMP Certification or equivalent training in proposal management. Experience with government contract vehicles, such as GSA Schedules, IDIQs, BPAs, and GWACs. Familiarity with market research tools like GovWin, Deltek, or FedBizOpps. Minimum of 5 years of experience in federal proposal writing and capture management, preferably within the federal government contracting space. Benefits: Competitive salary.
