The Optum Tech Chief Digital and Data Office (CDDO) is seeking a seasoned Director, Technical Program Manager to lead program management for complex, enterprise-wide initiatives spanning multiple business and technology domains. This role will orchestrate technology delivery across multiple concurrent workstreams, driving alignment, coordination, and progress toward shared objectives, with a focus on transforming consumer experiences and modernizing contact center capabilities to reduce overall operating expense.Operating within a highly matrixed environment, this leader will bring strong program management discipline, influential presence, and the ability to lead through collaboration-connecting strategy to execution, proactively managing risks, and synthesizing information across workstreams to provide a cohesive, program-level view of delivery, including clear visibility into what is being delivered, when, and overall program health.If you are located in MN, you will have the flexibility to work remotely* as you take on some tough challenges.Primary ResponsibilitiesProgram Leadership & ExecutionOrchestrate end-to-end program management across multiple interdependent workstreams, ensuring alignment to enterprise objectives and timelinesEstablish and maintain an integrated program plan inclusive of milestones, dependencies, deliverables, and critical pathDrive clarity on problem statements, required technology capabilities, and how/when those capabilities will be deliveredSynthesize delivery plans and progress across workstreams to maintain a cohesive, program-level view of executionCross-Functional CollaborationPartner with technology workstream leads and various stakeholders to ensure coordinated execution across domainsFacilitate alignment across internal CDDO teams and external/adjacent technology organizationsIdentify, manage, and proactively resolve cross-team dependencies to ensure seamless deliveryRisk, Issue & Dependency ManagementProactively identify, assess, and manage program-level risks, issues, and dependenciesDrive timely resolution by escalating as needed and convening the right stakeholdersMaintain transparency on program health, tradeoffs, and critical decisionsStakeholder Engagement & CommunicationServe as the central point of coordination for CDDO leadership and key stakeholdersAggregate and synthesize inputs across workstreams into clear, actionable insights and executive-level storytellingDevelop and deliver program-level reporting, dashboards, and readouts, ensuring clear visibility into what is being delivered, when, and overall program healthLeadership & InfluenceDemonstrate strong leadership presence to guide discussions, challenge assumptions, and drive accountabilityAsk insightful, forward-looking questions to uncover risks, gaps, and opportunitiesRemove barriers to execution by facilitating decisions and navigating organizational complexityGovernance & Operating ModelDefine and implement program governance, operating cadences, and decision-making frameworksEnsure consistent application of program management best practices, tools, and standardsEnable effective forums (e.g., working sessions, leadership updates) that drive decisions and outcomesYou'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in.Required QualificationsUndergraduate degree or equivalent experience10+ years of experience in program or portfolio management within large, matrixed organizations8+ years of experience delivering complex, enterprise-scale technology programs with multiple workstreams and stakeholders8+ years of experience managing cross-functional dependencies across business and technology teamsExperience working across multiple technology organizations within a large enterpriseSolid understanding of technology delivery (e.g., SDLC, architecture dependencies, integration considerations)Proficiency with program management tools and practicesPreferred QualificationsExperience operating in healthcare or similarly regulated industriesExperience leading digital transformation or large-scale platform implementationsProven exceptional stakeholder management skills with the ability to influence across all levels of the organizationProven solid problem-solving mindset with the ability to navigate ambiguity and drive clarityProven excellent communication and storytelling skills; able to translate complex information into actionable insightsProven ability to proactively identify risks and drive resolution in a fast-paced environmentProven high degree of ownership, accountability, and bias for actionAll employees working remotely will be required to adhere to UnitedHealth Group's Telecommuter PolicyPay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $134,600 to $230,800 annually based on full-time employment.
