Software Project Manager
POSITION DESCRIPTION: Pioneering Evolution is hiring a Software Project Manager to drive high-tempo delivery for a mission-critical enterprise software platform. This role owns commitments, priorities, stakeholder coordination, escalation, and the integrated delivery plan. The PM runs the program “operating system” (cadence, reporting, RAID/Decision/Action management) and works closely with the client, SMEs, UI/UX, and the Technical Lead to ensure requirement packages are decision-ready, traceable, scheduled, and delivered at high tempo. Clearance: Active U.S. Secret security clearance (required) Citizenship: U.S. Citizen (required) Responsibilities: Program Execution & Delivery Ownership Own the integrated project plan, delivery roadmap, and milestone schedule across requirements and delivery. Drive predictable, high-tempo execution through active management of scope, priorities, dependencies, and constraints. Establish and run delivery cadence (planning, status, risk reviews, stakeholder touchpoints) with clear outcomes and action closure. Manage escalations and ensure rapid decision-making to unblock requirements and delivery. Requirements Development Support & Traceability Partner with the client, SMEs, UI/UX, and Technical Lead to develop a buildable requirements package and supporting delivery schedule. Ensure requirements are captured with clear acceptance criteria, traceability, and readiness evidence (definition of ready). Maintain traceability from epics/features → user stories → acceptance criteria → delivery milestones/release readiness evidence. JIRA Ownership & Backlog Hygiene (Program View) Use JIRA as the authoritative tool for scope tracking, backlog health, sprint/release forecasting, and status transparency. Ensure JIRA structure supports reporting, traceability, and delivery predictability (epics, components/labels, workflows, dashboards). Maintain program-level visibility across workstreams: requirements in flight, ready-for-delivery, in delivery, and released. Governance Artifacts & Reporting Own governance artifacts and ensure they are current, actionable, and used: RAID Log (Risks, Assumptions, Issues, Dependencies) Decision Log Action Register (owners, due dates, closure criteria) Weekly/monthly status reporting and executive summaries Produce clear, concise reporting that highlights progress, blockers, decisions needed, and upcoming milestones. Stakeholder & Client Engagement Serve as the primary interface for day-to-day coordination with client stakeholders. Facilitate working sessions to drive clarity, alignment, and decisions (especially when stakeholders are not continuously available). Translate stakeholder intent into actionable plans. REQUIRED EXPERIENCE: 8+ years software development project/program management experience delivering enterprise web applications. Demonstrated success managing high-tempo delivery with frequent releases and tight feedback loops. Strong proficiency with JIRA for project execution, forecasting, dashboards, workflow configuration, and traceability. Hands-on experience with requirements development, backlog refinement, and end-to-end traceability. Proven ability to build and manage integrated schedules, milestones, dependencies, and delivery commitments. Extensive experience in direct client and stakeholder interaction, facilitating decisions and driving closure. Strong risk and issue management discipline (RAID ownership) with consistent action follow-through. Active Secret clearance (required) and ability to maintain it. DESIRED EXPERIENCE: Experience supporting modular enterprise platforms (core platform + modules), coordinating cross-team dependencies. Familiarity with Agile delivery in regulated environments (e.g., security constraints, release readiness evidence). Experience coordinating UI/UX prototyping and usability feedback into buildable requirements. Prior work on DoD / federal programs with structured governance and milestone-driven delivery. KEY SKILLS: Creates clarity from ambiguity; drives decisions and closure without waiting for perfect information. Operates with urgency and precision: tight cadence, clean artifacts, no “stale” risks/actions. Keeps JIRA and schedules aligned so leadership and stakeholders can trust the plan. Balances stakeholder needs with delivery realities; protects team focus while maintaining transparency. Proactively unblocks requirements throughput and keeps delivery supplied with ready work.
