Estimating Manager – Water / Wastewater ConstructionPosition OverviewWe are seeking an Estimating Manager to lead day-to-day estimating operations across a portfolio of water and wastewater treatment projects, supporting both hard-bid and negotiated pursuits. This individual will play a key role in managing the estimating team, driving consistency in approach, and ensuring accurate, competitive pricing across mechanically intensive treatment facilities.The ideal candidate will bring a strong foundation in WWTP/WTP estimating, combined with hands-on experience in self-perform construction and heavy mechanical scopes such as process piping, pump systems, and equipment installation. This role will sit at the intersection of preconstruction and operations, requiring close collaboration with field leadership to ensure estimates are aligned with real-world execution.Key ResponsibilitiesManage and oversee all estimating activities across multiple water and wastewater treatment pursuitsLead the preparation of detailed cost estimates for:Treatment plant upgrades, expansions, and new buildsPump stations, lift stations, and associated infrastructureProcess/mechanical scopes including piping, equipment setting, and structural componentsCoordinate with operations and field teams to validate:Means and methodsCrew compositions and productivity ratesConstruction sequencing and logisticsDrive a self-perform estimating approach, ensuring internal capabilities are accurately captured and leveragedReview drawings, specifications, and bid documents to identify:Scope gapsConstructability challengesCost and schedule risksSolicit, analyze, and level subcontractor and vendor pricing, particularly for:Mechanical equipment and process systemsElectrical and instrumentation scopesSpecialty treatment componentsLead internal estimate reviews and support final bid strategy discussions with senior leadershipSupport design-build and negotiated work by developing conceptual budgets, cost models, and value engineering optionsEstablish and maintain estimating standards, templates, and best practices across the teamTrack market conditions, including labor availability, material pricing, and subcontractor capacity within the treatment sectorMentor and develop junior estimators, providing technical guidance and supporting career growthQualifications & Experience8–12+ years of estimating experience within constructionProven experience estimating water and wastewater treatment plant projectsStrong understanding of self-perform construction, including:Process piping systemsConcrete structures and basinsMechanical equipment installationBackground in heavy industrial or mechanical construction strongly preferredExperience working on projects ranging from $10M to $150M+Familiarity with various delivery methods including Design-Bid-Build, Design-Build, and CMARProficient in estimating software, quantity takeoff tools, and cost modeling systemsStrong communication and leadership skills, with the ability to coordinate across multiple teamsKey Traits for SuccessDetail-oriented with a strong technical understanding of treatment plant constructionAble to bridge the gap between preconstruction and field executionCommercially aware with a focus on cost accuracy, risk management, and competitivenessCollaborative and team-focused, with a hands-on leadership styleHighly organized and capable of managing multiple pursuits simultaneouslyWhy This RoleOpportunity to step into a leadership role within a contractor focused on complex, self-perform water/wastewater projectsWork on technically challenging projects requiring strong mechanical and process understandingBe part of a team with a consistent pipeline of treatment plant and infrastructure workClear path toward senior leadership within preconstruction
