Lead the delivery of a federally funded Weatherization Assistance Program (WAP), ensuring compliant, high-impact energy efficiency services for vulnerable households.Everblue is seeking a Program Director to lead WAP, delivering energy efficiency services to low-income and energy-burdened households. In this role, you will oversee program operations, manage partners and contractor networks, and ensure compliance with U.S. Department of Energy (DOE) and state requirements.What We're Looking For:Experience with WAP or similar federally funded energy efficiency programsAbility to lead complex, multi-stakeholder program deliveryStrong understanding of compliance, reporting, and performance managementExperience managing contractors, subgrantees, or field-based operationsPosition SummaryThe Program Director leads the implementation and administration of WAP, ensuring high-quality delivery of residential weatherization services. This role focuses on reducing energy burden, improving home safety, and increasing year-round comfort for low-income households. The Program Director oversees operations across audits, weatherization services, and quality control; leads program staff and partners; and ensures programs meet production, compliance, and impact goals.Why This Role MattersThis role improves quality of life for vulnerable households by expanding access to energy efficiency services that lower utility costs and improve home conditions, while also supporting workforce development and local contractor networks.Key Responsibilities:Program Leadership & DeliveryLead implementation and continuous improvement of WAP in alignment with DOE and state guidelinesSet program strategy, production goals, budgets, and timelinesEnsure delivery of services including audits, insulation, air sealing, and HVAC improvementsOperations & ComplianceEnsure compliance with DOE, state, and WAP requirementsOversee quality assurance, inspections, and adherence to SWS standardsPartner with Finance and Compliance on budgets, allowable costs, and reportingSubgrantee & Contractor ManagementOversee subgrantees and contractor networksMonitor performance across production, quality, and complianceProvide guidance to improve delivery outcomesStakeholder EngagementServe as liaison with state energy offices, DOE representatives, and partnersBuild relationships to expand program reachPerformance & ReportingTrack key metrics (units completed, energy savings, cost per unit)Prepare required federal and state reportsTeam LeadershipLead and develop a high-performing teamFoster accountability and continuous improvementRequirements:Bachelor's degree in a related field (Master's preferred)8-10 years of experience in WAP or similar federally funded programsStrong understanding of WAP regulations, DOE guidance, and state modelsExperience with audits, weatherization measures, and quality controlExperience managing multi-stakeholder programs, including contractors or subgranteesExperience with budgeting, forecasting, and reportingStrong leadership and communication skillsPreferred Qualifications:Experience managing WAP at the state or regional levelFamiliarity with SWS and audit protocolsExperience with program tracking or reporting systemsWhy Join Everblue?Everblue is a mission-driven, veteran-owned small business focused on advancing energy efficiency and workforce development.
