Stormwater Coordinator

The Stormwater Coordinator performs technical work in organizing, and participating in activities related to the Office's Small Municipal Separate Storm Sewer System (MS4) permitting program, including inspection of construction activities for MS4 permit compliance, performing a wide variety of duties to monitor the physical, chemical and microbiological characteristics of surface water, and assisting in the management of grant programs and stormwater and petition improvement projects. The ideal candidate will have practical experience in construction site inspection and water sampling/testing, can handle relationships with public stakeholders, and can apply past experience to program and operational issues. The incumbent will be working with a varied team of water resource professionals, GIS specialists, Engineers, and the Chief Deputy Engineer to plan, implement and evaluate the Office's MS4, Stormwater and Petition permitting program, as well as the Stormwater Testing Laboratory.ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION70% Assists the Stormwater Program Manager in the coordination, development, and implementation of activities related to stormwater management, including but not limited to, the requirements of the Lucas County Small Municipal Separate Storm Sewer System (MS4) Permit, General Construction Stormwater Permit, Lucas County Soil Erosion and Sedimentation Control and illicit discharge rules.Participates in answering citizen and stakeholder concerns and questions regarding the MS4 permitting program and other permit programs and activities. Establishes, processes, and monitors permit activities. Notifies customers regarding permit problems and non-compliance of the permitting rules, and other applicable codes, rules, and regulations.Researches, compiles, sorts, retrieves, tabulates, and summarizes data from permitting files, inspection reports, and other sources in preparing memoranda, correspondence and other written reports.Assists the Stormwater Program Manager in coordinating compliance audits and communicates with the Ohio EPA regarding administration of the MS4 program.Manages the field inspection process for the MS4 program.Leads efforts to inspect county maintained ditches and assists in the development of the work plan for upcoming ditch projects.Assists the Stormwater Program Manager in coordination, development and implementation of internal county stormwater, erosion control, and permitting policies and workflow, preparation and monitoring of the generation of correspondence, violation notice and other related documents.Coordinates, develops and maintains partnerships with agencies, communities, organizations, and to the general public to implement water resources and other LCEO stormwater strategies.Assists the Stormwater Manager in interpretation and explanations of county rules, permits, policies and procedures, and federal /state rules and regulations.Researches, designs and implements studies, grants, proposals and initiative for the Office of the Lucas County Engineer.10% Administers and supervises the Lucas County Stormwater Lab & Water Testing Operations.Collects water samples & perform required testing on said samples following environmental and safety guidelines.Monitors the receiving and storage of chemicals for use in the Stormwater Lab.Maintains accurate documentation and chain of custody for samples.Assists in the installation and maintenance of sampling and testing equipment.10% Represents the County for water resource management related items to the Board of Lucas County Commissioners, Toledo Metropolitan Area Council of Governments (TMACOG), and other local, state and federal entities as assigned.5% Attends professional education and training sessions, seminars and workshops as directed. Must demonstrate regular and predictable attendance. Maintains required licenses and/or certifications as required. Performs other duties as assigned.QUALIFICATIONSBachelor's degree in the physical or biological sciences (e.g. chemistry, physics, engineering, biology), environmental health, civil and environmental engineering, public health, natural resource or waste management, business and/or public administration, planning or a closely related field. A combination of equivalent education and work experience may be considered in the absence of the above stated qualifications.Must have a valid driver's license with driving privileges in the State of Ohio and an insurable driving record.Must be a Certified Erosion, Sediment, and Stormwater Inspector (CESSWI) and/or ability to obtain within twelve months of employment.Professional experience in a governmental project or program management role (i.e. city, state, county, or consulting/contracting for a municipality) preferred.Must be able to commute to Holland, OH for in-person work. Flex time and alternate work schedules are available based on position and responsibilities. Work from home privileges may be available one day per week as requested and approved.PHYSICAL WORKING CONDITIONSThis position shall require physical effort.When working in the field, the work effort required in this position involves frequent talking, standing, and walking over rough uneven surfaces, with regular reaching requiring the use of hands and arms, as well as occasional sitting, climbing, balancing, pushing, pulling, stooping, kneeling, bending, crouching, crawling, and turning of head, requiring use of all major muscle groups. Manual dexterity is required to operate tools and equipment. Normal vision including depth perception, and hearing acuity are required. The incumbents must be able to smell smoke, natural gas leaks, and other hazardous odors.
