Senior Full Stack Developer

Position Overview We are seeking an experienced *Senior Full Stack Developer* to support the modernization, development, and ongoing maintenance of critical public-sector financial and administrative systems. This role will focus heavily on *Angular/PrimeNG front-end development, ASP.NET Core and C# backend services, REST APIs, SQL Server, DevOps, automated testing, and legacy application modernization*. The successful candidate will help migrate and modernize aging applications, improve system architecture and performance, automate deployment processes, and develop secure, reliable solutions that support critical agency operations. Key ResponsibilitiesFull Stack Application Development * Design, develop, enhance, and maintain modern web applications using *Angular, PrimeNG, TypeScript, JavaScript, HTML, and CSS*. * Develop backend services and *RESTful APIs using ASP.NET Core and C#*. * Build scalable and maintainable application components aligned with enterprise architecture standards. * Support integrations between agency applications and enterprise platforms. * Participate throughout the full *Software Development Life Cycle (SDLC)*. * Perform code reviews and follow established coding and development standards. Legacy Modernization * Refactor and modernize *legacy applications and codebases*. * Identify technical gaps, aging components, performance issues, and opportunities for modernization. * Migrate applications toward modern frameworks, architectures, and development practices. * Identify opportunities to automate manual workflows and improve system efficiency. * Participate in enterprise-level system modernization initiatives. Database & API Development * Design and maintain *Microsoft SQL Server* databases. * Develop data models, stored procedures, and optimized SQL queries. * Troubleshoot database and application performance issues. * Develop and maintain APIs and integrations that ensure data accuracy and consistency. * Investigate and resolve data inconsistencies and technical issues. DevOps & Deployment * Develop and maintain *CI/CD pipelines* for automated builds, testing, and deployments. * Support automated deployment processes across development and production environments. * Troubleshoot environment and deployment issues. * Collaborate with infrastructure teams to ensure secure and reliable releases. * Participate in system upgrades, security patches, and production deployments. Testing & Quality Assurance * Perform both *manual and automated testing throughout the SDLC*. * Conduct unit, integration, regression, system, and other required testing. * Develop and execute automated test scripts. * Identify, troubleshoot, and resolve defects. * Support implementation and release activities while maintaining application reliability. Documentation * Create and maintain technical documentation covering: * Application architecture * APIs and integrations * Deployment processes * Development procedures * DevOps workflows * Security and compliance requirements * Maintain accurate technical documentation throughout the application lifecycle. Reporting & Data Integration * Support reporting and analytics requirements. * Develop or optimize application components and data pipelines supporting *Power BI* and similar reporting platforms. * Ensure data integrity and consistency across HR, financial, and administrative systems. Collaboration & Project Support * Work closely with *HR, Finance, IT, Infrastructure, and Operations* teams to translate business requirements into technical solutions. * Participate in technical design reviews, sprint planning, and Agile development activities as required. * Contribute to project plans, development schedules, technical estimates, and implementation activities. * Identify technical risks and recommend appropriate solutions. * Track development work and provide accurate progress updates. * Work independently under limited supervision while responding to priority tasks as needed. Security & Compliance * Develop secure web services and applications in accordance with agency security standards. * Follow applicable state and federal security, privacy, and regulatory requirements. * Support compliance requirements related to standards such as *HIPAA, CJIS, NIST, and FISMA*. * Follow agency IT policies, security procedures, documentation standards, and data protection requirements. * Maintain confidentiality of sensitive agency information. Required Qualifications * *3+ years of experience refactoring legacy code.* * *3+ years of enterprise-level system modernization experience.* * *3+ years of State or Federal Government experience.* * *3+ years of modern web application development using all of the following:* * Angular / PrimeNG * TypeScript * JavaScript * HTML * CSS * *3+ years developing RESTful APIs and backend services using ASP.NET Core and C#.* * *3+ years of Microsoft SQL Server experience*, including: * Database design * Data modeling * Stored procedures * Performance-optimized queries * SQL troubleshooting * *3+ years of DevOps experience*, including: * CI/CD pipelines * Automated builds * Deployments * Environment troubleshooting * *5+ years of manual and automated system testing throughout the SDLC.* * *3+ years of technical documentation experience.* * Familiarity with data privacy, security standards, and regulatory compliance applicable to government systems, including *HIPAA, CJIS, and NIST*. Preferred Qualifications * Experience with IT development and implementation projects. * Experience with *Power BI* or data pipelines supporting reporting and analytics. * Familiarity with *Azure* or other cloud/infrastructure technologies. * Experience with *SharePoint* or collaborative content-management platforms. Education * Bachelor's or Master's degree in a relevant field, or equivalent work experience. Work Location & Candidate Requirements * Hybrid position based in *Cayce, South Carolina*. * Candidate must currently reside within the *Eastern Time Zone*. * Relocation from outside the Eastern Time Zone is not permitted. * Relocation to South Carolina is not required. * Onsite presence is required on the first day to receive equipment. * After onboarding, onsite attendance will be based on project needs, expected to range from approximately *once per month to once per quarter*. * Candidates should be available to work flexible hours when project implementation or critical work requires it. Ideal Candidate The strongest candidate will be a *Senior Full Stack Developer / Software Engineer* with a proven background in *Angular, PrimeNG, ASP.NET Core, C#, SQL Server, REST APIs, DevOps, and legacy modernization*, combined with hands-on experience supporting *State or Federal Government systems*.
