Program Manager
Overview
In this role you will lead SPA’s support to NAVSEA across multiple program offices, ensuring programmatic and technical execution meets client needs. You will manage business and financial aspects, training, and acquisition, while overseeing personnel, contract management, and deliverable quality. As the primary client liaison, you’ll apply NAVSEA shipbuilding and systems knowledge to anticipate needs and deliver impactful solutions with SPA’s team. This position combines strong relationship management with technical program oversight in a mission-focused environment. ResponsibilitiesOversee SPA support across NAVSEA program offices (programmatic, technical, business and financial management)Manage training, acquisition activities, and contract managementOversee personnel management and quality control of deliverables from SPA and subcontractorsAct as primary relationship manager with SPA clients, leveraging NAVSEA knowledge to anticipate needsCoordinate with back office functions to ensure timely supportInterface with government personnel up to flag officer/Senior Executive Service levelsEnsure delivery of high-quality solutions to complex defense programs
Key requirementsBachelor's degree in a relevant technical or managerial discipline15+ years of program/project management experienceDoD SECRET clearance (TOP SECRET/SCI desirable)collaboration and teamworkstrong communication and stakeholder managementability to work with government counterparts at high levelsprogram managementacquisition process and contractingbudgeting and financial tracking including Earned Value Management
