THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY Position Summary:The Program Analyst supports the State of Alaska Disaster Case Management Program by providing programmatic, analytical, compliance, and operational support. This position is responsible for monitoring program performance, maintaining program documentation, supporting quality assurance activities, analyzing program data, and ensuring compliance with applicable program requirements and standards.The Program Analyst works closely with program leadership, Constituent Services Managers, Disaster Case Managers, Resource Navigators, and external stakeholders to support effective service delivery and continuous program improvement. This role assists with reporting, performance monitoring, policy implementation, training support, and program evaluation activities.Job Duties and Responsibilities include:Support the development, implementation, and maintenance of program policies, procedures, and operational guidanceMonitor program activities to ensure compliance with state, federal, and program-specific requirementsCollect, analyze, and report program performance metrics, case management outcomes, and operational dataDevelop and maintain dashboards, reports, and tracking tools to support program management and decision-makingConduct quality assurance reviews of case files, referrals, documentation, and program recordsIdentify trends, performance gaps, and opportunities for process improvement and operational efficienciesAssist with preparing reports, presentations, briefings, and other deliverables for program leadership and stakeholdersSupport program audits, monitoring activities, and compliance reviewsCoordinate with training staff to ensure policies, procedures, and program updates are incorporated into training materialsMaintain knowledge of disaster case management principles, recovery programs, and applicable guidanceSupport data integrity, records management, confidentiality, and information security requirementsAssist with resource tracking, workflow monitoring, and program operational planning activitiesPerform other duties as assignedSkills and Competencies:Strong analytical, organizational, and problem-solving skillsExcellent attention to detail and ability to manage large amounts of information accuratelyStrong written and verbal communication skillsAbility to analyze data and translate findings into actionable recommendationsExperience developing reports, dashboards, and performance metricsAbility to work independently while supporting a multidisciplinary teamStrong time management skills and ability to meet deadlines in a fast-paced environmentProficiency in Microsoft Excel, Word, PowerPoint, and other data management toolsPreferred Skills:Familiarity with disaster recovery programs, FEMA Individual Assistance programs, and Disaster Case Management principlesExperience supporting quality assurance, compliance, auditing, or program evaluation activitiesExperience with case management systems, data reporting platforms, and performance monitoring toolsKnowledge of trauma-informed and survivor-centered service delivery modelsEducation and Experience:Associate's or Bachelor's degree in Business Administration, Public Administration, Emergency Management, Data Analytics, Social Sciences, Human Services, or a related field preferredMinimum of two (2) years of experience supporting program operations, compliance, reporting, quality assurance, case management programs, disaster recovery programs, or related government-funded initiativesExperience working with grant-funded, federally funded, or state-administered programs preferredStrong proficiency in Microsoft Office Suite, particularly ExcelAbility to pass a criminal background checkWork Environment:Primarily office or remote work environment with occasional field or stakeholder engagement activitiesMay require travel throughout Alaska to support program operationsLocal hires are strongly encouragedMay require evening, weekend, or holiday work based on operational needsAbility to work in a dynamic and evolving disaster recovery environmentJob Location: Anchorage, AKJob Description DisclaimerThis position description incorporates the job's core responsibilities.
