Job Summary:The Controller is a supervisory position with overall responsibility for the financial affairs of the Tribal Office. The Controller is responsible for managing day-to-day operations of the accounting and finance functions while effectively using the resources available to address financial issues on a micro and macro scale to secure the continued success of the organization. The Controller must have a strong background in internal controls and will develop and maintain systems and workflows to ensure the accuracy and timeliness of accounting records. The Controller is responsible for annual audits and monthly presentation of Financial Statements. This individual will assist the Tribal Council and Department Directors in short- and long-range planning and decision making. This role will be responsible for the regulation of all local, state, and federal laws. The Controller should have familiarity with the general welfare doctrine and revenue allocation plans.Essential Duties and Responsibilities:Responsible for budget, monthly reporting, and auditsMust apply extensive knowledge of Tribal Government, Governmental Accounting Standards, and Generally Accepted Accounting PrinciplesResponsible for ensuring that all activities of the Accounting Department are performed in. an accurate and timely mannerResponsible for maintaining and enforcing proper Internal Controls, including segregation of duties.Responsible for coordinating yearly audits, preparation of Tribal budget.Responsible for preparing financial analysis for Tribal Council and communicating to Tribal Council the results of operationsCoordinates, delegates, and monitors all accounting employees for timely and accurate. completion of all accounting information and reportsCoordinates performance appraisals of all accounting employees as well as progressive disciplined procedures assuring consistent and fair administration.Works closely with the Contracting Officer to stay appraised of all Grants and ContractsAnalyzes monthly financial information and reporting on the results of operations to Tribal Council on a monthly basis.Approves and processes all tax payments and Federal Tax Deposits on a timely basis.Must adhere to the highest level of confidentiality.Other duties as assigned.Minimum Qualifications:Must have excellent interpersonal skills and have ability to effectively communicate with employees, supervisors, managers, potential new hires, and visitorsMust have knowledge in filing quarterly/annual tax preparation.Must be able to work with current accounting software (MIP preferred) and MS Office SuiteMust have strong organizational and time management skills.Requires analytical planning, business writing, and presentation abilities.Must be people oriented and able to function in a team-based environment.Must be able to handle stressful situations.Must have the ability to read, analyze, and interpret documents and write routine reports and correspondence.Must be able to practice fair and good judgement.Ability to pass a pre-employment drug test and pass a background clearance.Must be able to practice a high level of discretion.Must maintain a valid California Driver’s LicenseMust be 21 years of age.Supervisory Experience:Carries out supervisory responsibilities of the Finance staff in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Education/Experience:• Bachelor’s degree in accounting, Finance• CPA preferred with 4 years of Tribal Accounting experience.• 7 years’ experience in accounting (minimum of 5 years management experience)
