Position Description Position Overview: The Director, of HR Strategic Initiatives will play a pivotal role in driving the transformation and modernization of Harris County's Human Resources functions. Reporting directly to the Chief People Officer, this individual will lead the strategic planning, execution, and operationalization of key HR initiatives to enhance organizational effectiveness, improve employee experience, and align HR practices with the County's mission and strategic goals. Duties and Responsibilities: Strategic Planning & Leadership: Lead the execution of HR transformation strategies that align with the County’s overall strategic goals. Collaborate with HR and county leadership to identify and prioritize HR initiatives that drive organizational change and support a culture of innovation and continuous improvement. Provide guidance and strategic direction on HR modernization efforts, including adopting new technologies, processes, and best practices. HR Program Development & Operationalization: Designs, implements, and evaluates HR programs and initiatives. Oversee the implementation of HR initiatives across the organization, ensuring alignment with strategic objectives, timelines, and budgets. Team Leadership & Collaboration: Provide leadership, guidance, and direction to the HR Strategic Initiatives team, fostering a collaborative and high-performing work environment. builds and maintains strong relationships with key stakeholders across the County. Data-Driven Decision-Making: Utilize data analytics and metrics to assess the impact of HR initiatives, identify opportunities for improvement, and drive data-informed decision-making. Compliance & Risk Management: Ensures HR initiatives and programs comply with applicable laws, regulations, and county policies. Identify and mitigate potential risks associated with HR transformation efforts. Partner with HR functional leaders and cross-functional teams to operationalize changes, driving adoption and ensuring the long-term sustainability of new practices and processes Develop and manage project plans, including scope, timelines, resources, and deliverables, to ensure the successful execution of HR transformation projects. Monitor and report on the progress of HR transformation efforts, providing regular updates to the Chief People Officer, County Administrator, court offices, and other stakeholders. Requirements Education & Experience: Bachelor's degree in Human Resources, Business Administration, or a related field required Eight (8) years of experience in Human Resources, with four (4) years of experience working in a strategic or leadership capacity. Knowledge, Skills & Abilities: Strong understanding of HR best practices, technologies and trends. Advanced strategic thinking, bias for problem solving and ability to navigate complex organizations. Exceptional communication, interpersonal, and relationship-building skills. Proven track record of leading large-scale HR initiatives, including change management and organizational development. General Information Work Environment and Physical demands: This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking. Position Type and Typical Hours of Work: This is a full-time position with the typical work hours of Monday - Friday from 8 AM to 5 PM. Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.
